WORKSHOP ITEMS - NO ACTION WASTAKEN Contract for Indigent Defense Services with Feldman and Lee City Administrator Paul Ellis reviewed a contract with Feldman & Lee fori indigent defense The City of Arlington provides indigent defense services to individuals who have been certified for representation in criminal charges before the Snohomish County District Court. Feldman & Lee, P.S., is al licensed law firm with attorneys in good standing in the state ofWashington who has been selected to perform services to indigent defense clients under contract with the City. The City has adopted standards for public defense pursuant to the requirements of RCW 10.101.030, under Resolution No. 2014-017. services. Amy Rusko reviewed the 2024 Comprehensive Plan Final Docket On February 6, 2024, the City's Planning Commission reviewed the 2024 Preliminary Comprehensive and Development Regulation Amendment Docket. The docket consists of nineteen items, fifteen items are initiated by the city and fouri items are initiated by private citizens. On February 22, 2024, the City's Planning Commission held a Public Hearing on the 2024 Preliminary Comprehensive and Development Regulations Amendment Docket and recommended all: items on the Preliminary Docket be placed on the Final Docket. The Planning Commission provided Findings of Fact to city staff on February 27,2024. Discussion followed with Ms. Rusko answering Council questions. Sole Source Resolution for Wastewater Treatment Plant Blower Purchase Utilities Manager Caitlin Dwyer reviewed the sole source authorization for procurement of turbo blowers for Wastewater Reclamation Facility. Discussion followed with Ms. Dwyer process. answering Council questions. Eminent Domain Proceeding for the 188th St Roundabout Project Public Works Director Jim Kelly reviewed the eminent domain proceeding for the 188th The City received a grant for the design ofimprovements to the Smokey Point Blvd Corridor from 174th Stt to 200th St, the 188th St Roundabout will be the first part oft the roadway improvement project that will be constructed. As part of the 188th Street Roundabout Project, the City needs to obtain ROW and TCE from nine parcels; failing negotiations are forcing the city to proceed with the eminent domain process. Project Award for On-Call Electrical Services Contract Public Works Director Jim Kelly reviewed a request to award the On-Call Electrical Services project to' Washington Electrical Contracting and authorize stafft to enter into a Public Works On-Call Agreement with Washington Electrical Contracting.
