KIT CARSON COUNTY BOARD OF COUNTY COMMISSIONERS MINUTES FEBRUARY 23, 2022 The Kit Carson County Board ofCounty Commissioners meeting began in Work Session. Those present were. Dave Hornung, Stan Hitchcock, Cory Wall, Lynsay Cormack, Susan Corliss. Kit Carson County ReprescmtativeRepuhican River Ground Water District Update Steve Kramer gave an update was given on the CREP Program and irrigated well retirement. Over 3,200 acres have been contracted with another 40 wells considering signing up. They have asked to allow the retirement oft the poorest wells and ground, allowing dry land farming on the flat, good ground. They are in the hope that HB22-028 In-Person Schedule: would allow ARPA funds help with the funds needed. 8:00 AM - Darrin Dickey & Cheyenne Co. Sheriff The Board of County Commissioners, Cheyenne County Commissioner Darrin Dickey, Blake Dickey, and Cheyenne County Sheriffl Mike Buchanan visited with Shawn Franz in the Communication Center. 10:00 AM- Abbey Mullis Office Updates 10:30 AM - Travis Belden - Sheriff- Quotes A request was made tol begin advertising for aj position in the. Assessor's Office. The department is short two onj patrol but don't! have the vehicles for them at this time either. There is a car that is available from Kansas Highway Patrol that he is interested in purchasing, since the delivery date on the pickups has not be set yet. Discussion on the advertising for the open positions was. held, there are similar openings across the state. Jeff Cure shared that Kevin Penny was okay with the explanation of the RRCI on the tax notices. He was going to check with the Treasurer about a change she was going to make. Discussion on1 the City of Burlington Marijuana Ballot Question continued. It has not been well publicized in the newspaper. Discussion on whether county money could be used to campaign against the measure. A reminder was noted that ifi money is gathered for this, it's time to start a committee with the City Clerk. Alysha Sauer and SheriffTravis Belden came back to discuss the process ofinmates that need medical attention. Ifthe inmates have insurance, it will be billed. The discussion was on the ambulance service. The ambulance service will not bill the jail, asi it is county 11:00 AM- County Attorney money and county service at that time. 12:00 PM-I Lunch The meeting recessed for lunch at 12:05 PM and returned at 1:00 PM. There is a good balance thanks to all the donations, SO Pink Chaps awards may change to $800. Their membership for this yeari is 161 members. Their recent fundraiser went really well for the association and the Stinnett family. KCCCW are planning on the Tough Enough to Wear Pink Rodeo. Thej pink chaps are being made by Tawny Fye; they are looking at doing a second pair for the Stinnett family to be auctioned or raffle off during County Events Day. The commissioners shared that the Meat In date for this year has been set on Saturday, June 11th. 1. Review and Approve Consent Agenda Items 1.A Approve the Boards of County Commissioners and Human Services minutes forl February 16th, Accounts Payable, and Payroll. The motion passed by unanimous vote by Stan Hitchcock. 2.D KCC Health Service District - Election IGA Susan Corliss, County Clerk and Recorder, presented the Intergovernmental Agreements (IGA) between Kit Carson County and the Kit Carson County Health Service District for the Special District Election on May 3, 2022. Dave Hornung moved to refer the IGA with the Kit Carson County Health Service District for the 2022 Special District Election, seconded by Cory Wall.
