KIT CARSON COUNTY BOARD OF COUNTY COMMISSIONERS MINUTES MARCH2, 2022 The Kit Carson County Board of County Commissioners meeting began in Work Session. Those present were. Dave Hornung, Stan Hitchcock, Cory Wall, Lynsay Cormack, Susan Corliss. In-Person Schedule: 10:00 AM -] Heather Morris - Ambulance - Employee Updates An application for a Reserve was presented and will continue with thel hiring process. A donation for the Stratton. Ambulance Service was received. It was decided to look into closing this account and track the donations through the Kit Carson County Ambulance Fund. The Tahoe is needing the brakes repaired and radiator replace; this work will be scheduled with Vince's GM Center. Heather will be using the Commissioners' car while it is in the shop. Heather will check with the Communication Center about the change in dispatching when the fire departments are on call. BLS training will be starting soon. 10:30 AM - Collin Koop Grounds & Buildings - Updates The pavilion footings have been poured and the lean-to and concession slabs should be poured tomorrow. Fox Electric would like to put the transformer under the lean to for protection; the City of Burlington is okay with the suggestion. They would like to use that area as an electrical hub for all of the barns, which would need a large breaker box by the transformer. There would be some additional cost for the breaker box verses the smaller ones that would have been in the building. Scott Stinnett told him that one 4-H club will donate fora picnic table and possibly others but 4-H Council won't be meeting again until April SO estimated funds could be for six oft the proposed tables. Tractors donated for use during the fair may not be available from the dealerships this year. The entertainment acts are filling up, question on whether there would be at time Thursday, July 28, for thel hypnotist. Heather Morris has requested a glass store front door for the Stratton Ambulance Shed and a keycard system. The cost for the keycard system would be al lot because the technology needed would all have tol be added. Quotes for the doors and a keycode system will be researched. Collin would like to see ift there would be asphalt millings available for the camping areas at the fairgrounds to keep the dust down. It may be difficult to find panels for the return alley. 11:00 AM -. Jeff Cure - County Attorney Found the decommission plan in the Kit Carson Wind Ranch (Duke Energy) plan. Kathy will be working on a timeline for the approved wind projects dates that will be shared with the Administrator. New Items 2.A Tough Enough to Wear Pink Contract The Tough Enough to Wear Pink application will allow the Kit Carson County Fair and Pro Rodeo to use their logo for advertising during the Thursday night rodeo. All proceeds will stay in the local Kit Carson County Cattle Women's Pink Chaps Fund Cory Wall moved to authorize Tough Enough to Wear Pink events on Thursday night during the Pro Rodeo with $1 per ticket going to the Kit Carson County Cattle Women's Pink Chaps Fund, seconded by Dave Hornung. The motion passed by that are collected that night. unanimous vote by Stan Hitchcock. 2.B Olsen Performance Team, LLC Service Agreement Dave Hornung moved to approve the Scope of Services presented by Olsen Performance Team, LLC to generate a general engineering specific for a DOLA grant proposal for the County Road 30 Overlay Project for the amount of $750.00, seconded by Cory Wall. The motion passed by unanimous vote by Stan Hitchcock. 3. Monthly Reports 3.A February's VSO Report Cory Wall moved to confirm the VSO February Report. There were 8 telephone calls, 5 appointments, 1 outreach, and ai total served of5 with a1 total of fewer than 35 hours per week on1 the report, seconded by Dave Hornung.
