KIT CARSON COUNTY BOARD OF COUNTY COMMISSIONERS MINUTES MARCH 16, 2022 The Kit Carson County Board of County Commissioners meeting began in Work Session at 8:00 a.m. Those present were. Discussion was held on the City of Burlington election. 1.D 12:00 PM-I Lunch The meeting recessed for lunch at 12:05 PM: returning at 1:00 PM. 1.E 1:00 PM-J Jenny Hallagen/DDI An Impact Study of Dynamic Dimensions, Inc. was complete for the year of 2019. Jenny Hallagen presented that $2 million is brought to Kit Carson County by the work that is done in and through DDI. She shared the impact that COVID19 has had on the clients and creating a staffing shortage with revolving openings; they are currently short three positions. She thanked the Board of County Commissioners for their financial support for DDI. Commissioner Meeting to convene with Pledge of Allegiance 2. Review and Approve Consent Agenda Items Recited during the Board of] Public Health. Approve the BOCC, BHS, BPH, & DH Minutes ofl March 9th and Accounts Payable Cory Wall moved to approve the minutes for Boards of Commissioners, Public Health, Human Services, and Department Heads on March 9th and the Accounts Payable in the amount of $70,792.65, seconded by Dave Hornung. The motion passed by unanimous vote by Stan Hitchcock. 3. New Items 3.A Sick Leave Discussion was held on donations of sick leave time. DMV Credit Card Agreement Susan Corliss presented the Amendment #21 to the Agreement for Services: Colorado Motor Vehicle Self-Service Terminal Participation Agreement with Intellectual Technology, Inc. (ITI) for the cross county motor vehicle renewals in the kiosk machines located in the counties that will have these machines. This contract does not indicate that there will be as self-service terminal located in Kit Carson County nor will there be any cost to the county for any transactions that happen in other counties. Dave Hornung moved to authorize the signing of the Self-Service Terminal Agreement for cross county motor vehicle renewals for the Kit Carson County Clerk and Recorder will have the same agreement with Intellectual Technology, Inc. and their processor LexisNexis VitalChek Network, Inc., seconded by Cory Wall. Cory Wall moved to approve the Subdivision Exemption of 1.29 acres in the Northeast Quarter of Section 20, Township 11S, Range 48W for the Wamsley Family Trust as submitted from the Planning Commission, seconded by Dave Hornung. The 3.D Subdivision Exemption - Wamsley Family Trust - NE 1/4 17-11-48-29.22 motion passed by unanimous vote by Stan Hitchcock. Acres Retaining property with wind towers Dave Hornung moved to approve the Subdivision Exemption of 29.22 acres in the Northeast Quarter of Section 17, Township 11S, Range 48W for the Wamsley Family Trust as submitted from the Planning Commission, seconded by Cory Wall. The motion passed by unanimous vote by Stan Hitchcock. 3.E Subdivision Exemption - Cole. Ridnour- W1232-8-42-1.76. Acres Existing Homestead Cory Wall moved to approve the Subdivision Exemption of an Existing Homestead of1.76 acres in the West Halfof Section 32, Township 8S, Range 42W for Cole Ridnour, seconded by Dave Hornung. The motion passed by unanimous vote by Stan Hitchcock. 3.F EMS Great Copier Service Contract Renewal Dave Hornung moved to authorize signing the Printer Service Agreement for the Ambulance Office with Great Copier Service for the Lanier C360sfnw at a rate ofblack copies at $0.02 and color copies at $0.12 per copy effective April 26, 2022 through April 26, 2023, seconded by Cory Wall. The motion passed by unanimous vote by Stan Hitchcock. 4.B PO # 22-00259. - Inclusion Solutions - LED Wands- - $821.74 Dave Hornung moved to approve Purchase Order #22-00259 for the Clerk & Recorder to Inclusion Solutions for two LED Wands totaling $821.74, seconded by Cory Wall. The motion passed by unanimous vote by Stan Hitchcock. 4.CPO#22-00260 Vince's GM Center Radiator. Replhacment-51,70.88 Cory Wall moved to approve Purchase Order #22-00260 for the Ambulance Department to Vince's GM Center for radiator replacement totaling $1,870.88, seconded by Dave Hornung. Additions: February HUTF Tax The Board ofCounty Commissioners reviewed the February HUTF reports and money from the State providing the county with ai total of $147,966.80 for the month of February, which is a decrease of $52,244.27 from February of 2021. 5.
