KIT CARSON COUNTY BOARD OF COUNTY COMMISSIONERS MINUTES MARCH23,2022 The Kit Carson County Board of County Commissioners meeting began in Work Session. Those present were Dave Hornung, Stan Hitchcock, Cory Wall, Lynsay Cormack, Susan Corliss. In-Person Schedule- - Commissioners Board Room 8:00. AM - Work Session 9:30. AM-I DHS Director Tiffany Ramos - Monthly Financials 10:30 AM- Collin Koop Grounds & Buildings Updates See Board of Human Services Agenda The bleachers have been shipped and the picnic tables are ready to be picked up in Whitney, Texas. Collin is planning taking Matt with him April 3-4 to pick them up. The Annex has several ceiling fans that are: not working. He will be ordering ceiling fan replacements ini the next few days and work at replacing a few at a time. Lawn Spraying Bids Bids for the lawn treatment for this summer for the Courthouse, Carousel, and Annex. Astro Spraying $2,110.00 K-Lawn $2,535.00 Cory Wall moved to award the Astro Spraying for the 2022 Summer Lawn Treatment, seconded by Dave Hornung. The motion passed by unanimous vote by Stan Hitchcock. 11:00 AM- Chris Dobler- Blade Meeting Explanation of the plan to recycle wind tower blades into wind breaks was given to the Board ofCounty Commissioners, JeffCure, and Kelly Alvarez. It was determined that a Commercial Land Use Change should bej presented to the Planning Commission with aj public hearing. It was made clear that there would possibly be a time limit of the land use change to prevent the possibility ofit looking like landfill site. 11:00 AM -Jeff Cure - County Attorney Kelly Alvarez presented information from Magellan on a skid slab that they are planning toi install at their pump station on County Road C. Ifit is all on their property, the projecct will be fine. They should be reminded that it should not effect the county right-of-way including parking on the roads. Raymond Dobler and Diane Homm had an update and questions on the marijuana question on1 the City ofl Burlington's ballot. 12:00 PM-Lunch The meeting recessed for lunch at 12:15 PM: returning at 1:101 PM. 1:00 PM - Ashley Hernandez - OEM- - Updates It has been determined that it may be better to have the OEM work from home, as there is need to1 repurpose the office space for the Ambulance staff. Ashley would like to possibly make the OEM car into ai mobile unit. The mail be will be changed to the. Admin office. She will be able to use the Commissioners' room for meetings when needed and during emergencies it would be good to be able to work from a desk close to Dispatch. 20220323 kcccommisioner_mm Page/1 2:00 PM-I Kari Linker - Burlington VA Clinic Call A call concerning a bill that is proposing to close the VA Clinics in Burlington, La Junta, and/or Lamar was held with Jim Keehne & Rol Hudler from the City ofBurlington, Candance Payne ECCOG, and the commissioners. The bill is scheduled to be voted on in. January 2023; ifa adopted the closure would happen by January 2026. The assessment would start again ifit fails. Public comments are encouraged. The commissioners are looking into promotion ofthe comments. 2:00 - 4:00 PM - Dawn James Retirement Reception - Annex Lobby The Board of Commissioners presented Dawn James with ai retirement plaque during her reception. Commissioner Meeting to convene with Pledge of Allegiance The pledge was recited during the Board of] Human Services. 1. Review and Approve Consent Agenda Items Approve the BOCC & BPH Minutes ofMarch 16th and Accounts Payable Hornung. The motion passed by unanimous vote by Stan Hitchcock. Cory Wall moved to approve the minutes for Boards ofCommissioners: and Public Health on March 16th and the Accounts Payable in the amount of $66,618.14, seconded by Dave 2. New Items 2.A Keith Isley Rodeo Clown Contract Dave Hornung moved to authorize signing the contract with Keith Isley as a clown and specialty act for three performances at the Kit Carson County Pro-Rodeo on July 28-29-30, 2022, for the amount of $2,100.00 per performace for at total of$6,300.00 and including an RV: hookup, seconded by Cory Wall. Personnel Items 3.A Orange Sheet - Katrina Rodriguez 6 Month Evaluation Increase Cory Wall moved to approve the Administration Office Raise Orange Sheet for Katrina Rodriguez at $15.39 per hour for Step .00 and Grade 32 with annual wage of $32,000.00 asa a Non-Exempt Full Time Employee with Partial Benefits effective March 23, 2022, seconded by Davel Hornung. The motion passed by unanimous vote by Stan Hitchcock. 3.B Orange Sheet - Barbara Marks - Clerk's Office Dave Hornung moved to approve the Clerk & Recorder New Hire Orange Sheet for Barbara Marks at $14.42 per hour for Step .00 and Grade 30 with annual wage ofs $30,000.00 as a Exempt Full Time Employee with Full Benefits effective. April 6, 2022, with a six month trial period ending October 6, 2022, seconded by Cory Wall. The motion passed by unanimous vote by Stan Hitchcock.
