KIT CARSON COUNTY BOARD OF COUNTY COMMISSIONERS MINUTES MARCH: 30, 2022 The Kit Carson County Board of County Commissioners meeting began in Work Session at 8:00 AM. Those present were. Dave Hornung, Stan Hitchcock, Cory Wall, Lynsay Cormack, Susan Corliss. In-Person Schedule - Commissioners Board Room 8:00 AM - Work Session 9:00 AM - Shawn Franz- Dispatch Director Personnel Updates Budget adjustments were presented that include updating the range of pay scale in Reorg for Dispatch and create a pay range category for a deputy. Engineers have looked at the microwave tower project. 9:30 AM-7 Tiffany Ramos - DHS See Board of Human Services Agenda 10:00 AM-J Jeffrey Koy &. Jordan Oates - KoyDingboomlOates, LLC- Updates Mr. Koy and Mr. Oates gave an update on working with thel Kit Carson County Department ofHuman Services during the past five years. The department is doing really good with a stabilization of staff members and the current director. They are hearing good things about Kit Carson County as they work with other DHS departments. The state is using Kit Carson County's CMP model as the example for other agencies. They feel that the court presentations are now treated as expert testimonies. They will give additional updates ifneeded but everyone agreed that an annual meeting would be a good practice. 10:30 AM -] Public Hearing Supplemental Budget Dave Hornung moved to call to order the Public Hearing for the 2022 Supplemental Budget at 10:30 a.m., seconded by Cory Wall. The motion passed by unanimous vote by Stan Hitchcock. Review of the changes in the Supplemental 2022 Budget that were made in the Emergency Management, Dispatch, E911, Sheriff, and VSO departments. There will be possible changes to Dave Hornung moved to adjourn the 2022 Supplemental Budget Public Hearing at 10:41 a.m., the Fair and the Clerk's 190 department for the return of grant funds. seconded by Cory Wall. Jeff Cure and Kelly Alvarez were present for the Tri-State presentation. 11:00 AM-Tri-State Burlington - Lamar 230kV Transmission Line Discussion Members ofTri-State: Selian Yoler- Environmental Planner, Steve Gray Manager Land Rights &1 Permitting, Paul Scrivens Project Manager, Brett Cavanagh Manager Land Rights, and Charlie Fund - Transmission Engineer; presented a power point oft the upcoming Burlington to Lamar Transmission Line project. There will be upgrades to Tri-State's Burlington Substation. Three possible variance requests were presented for setback of county right-of-way, having 5 years for the permit life, and their process is to get the county permit prior to landowner easements, which differs from the Kit Carson County Land Use Code. Jeff Cure and Kelly Alvarez will look into what will be needed for these requests and to prepare for their permit application in early summer. 11:00 AM -Jeff Cure. - County Attorney 20220330 kccommisioner_mm Page/1 12:00 PM-I Lunch The Board of County Commissioners recessed at 12:00 PM returning at 1:001 PM. 1:00 PM- Greg Etl -] DOLA - Grant Application Greg and Robert have reviewed the grant application for the County Road 30 Project. They began the process ofreviewing possible changes that could be made in the application before the presentation. The schedule will begin with creating al Pro/Con and Budget two page document for the committee that will need to be out the first week of May. May 18 - Grant Hearing June 3 - Power Point to! DOLA Mid June - decisions to the director End of. June - Award letters Final stage will be the executed State Contract that is when bid awards and work can begin May 27-1 Materials for the presentation to the committee June 9-1 Personal Presentations (7: minutes) in Pueblo or remotely There will be another call ori in person meeting to discuss the presentation in more detail. 1:30 PM- Valerie Boyd -] Public Health Director Updates See Board of Public Health Agenda - postponed to later in the day 2:00 PM- Collin Koop - Grounds & Buildings - Updates City of Burlington will not be able get transformers for the projects at the fairgrounds. The bleachers have been delivered. Quotes were presented for re-circulating pumps for the AC units at the fairgrounds, manhole covers: for the fairgrounds, and a masonry saw: for fixing the parking lot and working in the jail. Basic refrigerators will be purchased locally for the pavilion. All the quotes will be issued purchase orders. Update of the Samsung AC/HV: repairs that should be happening this week. The engineer won'tcome because he doesn't want to get involved with it; the repairman is looking for another engineer. Discussion was held on whether to look into ai new system. Hot patch is néeded to repair the several locations in the courthouse parking lot. A request for summer help was made; advertisement was approved. 2:30 PM-7 Todd Holmes- -IT Department/IT Updates The Microsoft Exchange for the county email will have a cost of $460 per month with a one- year contract or $540 for month to month. The Microsoft Office 13 is approaching its end oflife and will require an upgrade which would be the Microsoft Office 365 (an online version) which would include the Outlook email program. The cost for Office 365 will be $2,300 per month; ift the email is ini the one-year contract, the county would be paying fori it twice. It was decided to go with the month to month at this time. The fairgrounds Wi-Fi project will be going live on May 1.
