KIT CARSON COUNTY BOARD OF COUNTY COMMISSIONERS MINUTES APRIL 13, 2022 The Kit Carson County Board of County Commissioners meeting began in Work Session at 8:00 AM. Those present were. Dave Homnung, Stan Hitchcock, Cory Wall, Lynsay Cormack, Susan Corliss. In-Person Schedule Commissioners Board Room 8:00. AM- - Work Session 8:30. AM-1 Department Heads Meeting Ambulance Building 10:00 AM- Collin Koop Grounds & Buildings - Updates Fairgrounds updates and discussion were held on the armbands and entrance for the Knights ofColumbus Beer Garden, drainage & road by the new pavilion, and a meeting with KC: Electric concerning electricity for the pavilion and trailer camping. According to the Neal McCoy contract rider, there will need tol bei individual hook ups for two motorhomes; this will have to be discussed with Daniel Electric. Ani individual has requested toj pen their goats and sheep for the 4-H at the fairgrounds; under the circumstances the requested was approved. The rental agreement needs to Bids: The hazmat trailers need tol have the tires replaced, so he presented bids from the Burlington Car Care Center, Vince's GM Center, and Coloradoland. This will be discussed with the OEM later. A bid from Colby Glass Company was presented for the ambulance door on the Stratton shed with keyless entry for $5,950.00. This will be discussed later with the. Ambulance be revisited to include the pavilion. Director. 10:35 AM - Randy Gorton - walk. in Discussion was. held on the location of used wind tower blades being considered a landfill site. It was determined that the landowners should check into the requirements. Ground blades are being tested for use in making cement. He is determining ift the landfill could accept ground wind turbine blades. 11:00 AM-7 Tiffany Ramos. - DHS Director. - Personnel Updates Last week discussion was held on Child Welfare Parental Fees. Tiffany presented ai report from the bookkeeper on two types ofi funds. The Medicaid Incentive dollars have a current balance ofapproximately $44,000 since 2015. This money could be used for DHS Admin if needed before using county general funds. The Child Welfare Parental Fees have approximately $34,000 that are to be used in Child Welfare. IfChild Welfare is over spent and TANF funds are not available, these funds could be used. Both of these funds rollover and continue to grow if April 30, 2022, will be Tiffany Ramos' last day as the Kit Carson County Department of Human Services Director. She has been checking on coverage for Child Welfare Supervisor until the position is filled and a new director is hired. Advertisement for the director will start tomorrow, while the supervisor position has been advertised for a month already. There are 40 cylinders that would need tol be tested before they could be used. The cost would be $55 per test. The trailer tires need tol be replaced because of weather deteriation. Collin presented bids earlier as follows per tire: Burlington Car Care Center - $90.00; Coloradoland - $118.35; Vince's GM Center - $145.10. Discussion was. held on the Colby Glass Company quote on the Stratton Ambulance door; the door There was an Incident Command (IC) review on the recent fire incident the required mutual aid from Kanorado and Wallace County Fire Departments. There was really good communication between Burlington Volunteer Fire Department and Kit Carson County Sheriff, Communication Center, Ambulance, and Emergency Manager. Items that were brought up to improve the IC: having an IC vehicle that could be located on or close to the scene and having the OEM located in town to be able to help when things are needed. Heather had suggested using KC-3 with the interior remodeled as the IC rig; there was concern that it would be a need for 4 wheel drive. It was really a The EMT class has eight possible students. Discussion was held on having the two year commitment with ai mandatory number of runs with the Kit Carson County Ambulance Service and the cost ofthe class iftherei is not a commitment. Suggested cost ranged from $2,400 to $3,500. Heather and Lynsay will work on updating the form for the class and present it at a future meeting. Quotes for bullet-proof vests and radar updates were presented; purchase orders will be issued and presented next week. Two jailers have resigned with their last day ofv working being the end of the month. Thej jail requires six people per day and nine on court days. The current staff will be working overtime until the open positions can be filled. The wage range will be reviewed for the jail and presented next week at next week's meeting. The minimum funding will be $100,000.00 plus salaries ofa qualified individual to manage and oversee the program.
