KIT CARSON COUNTY BOARD OF COUNTY COMMISSIONERS MINUTES MAY 4, 2022 The Kit Carson County Board of County Commissioners meeting began in Work Session at 8:00. AM. Those present were Stan Hitchcock, Cory Wall, Dave Hornung, Lynsay Cormack, Susan Corliss. In-Person Schedule- - Commissioners Board Room 8:00 AM Work Session Commissioner Meeting to conyene with Pledge of Allegiance The pledge was recited at 10:00 a.m. Those present were Stan Hitchcock, Cory Wall, Dave Hornung, Kari Linker, Glen Marciniak, Nancy Gilley, Lynsay Cormack, and Susan Corliss. Shawn Franz joined the meeting at 10:20. AM. 10:00 AM- -] Kari Linker- - Hickenlooper's Office - Updates Senator Hickenlooper toured the Burlington airport following the 20 inches of snow. It was a good visit. The Colorado Senators and Representative Buck have been working on support to: retire acres for the Republican River Conservation. A bill has passed for clean water grants through the Department ofl Natural Resources that will provide funding for lead Infrastructure money will see the largest funding go to the reclamation oft the Arkansas River. CDOT is handling the funding for roads and bridges that will be grant based. TPR reports will explain how the funds are being spent; the question should be asked on how the rural areas are benefitting from the funding. Broadband meetings are being held to get community need factored into the grant applications that should be out by the end of 2022. Issues with Century Link being the only provider for the 911 ini the state. Shawn Franz was asked to explain the ongoing battle of issues and repairs that can cause the area 911 calls to be deverted to another large county until service can be restored. There is not a roll-over backup if Century Link is down. VA Clinic update and discussion - Glen Marciniak explained how much the clinic has improve with now having full time staff ofai medical doctor, twoi registered nurses, and a receptionist serving 371 veterans from Kit Carson County along with other communities reaching into Kansas and Nebraska. He would like to see the rural areas treated as regions looking at not just the number seryed but that the miles aging veterans are required to travel for service. The local hospital is not really a possible replacement for these services at this time. Ms. Linker explained that they are expressing concern that the report is really based on old data. There will be a staff briefing on Friday that will provide commission updates on the pipe replacement. VA Clinic. 10:30 AM-- Terry Koehn - Grader Discussion The Board of County Commissioners returned Terry Koehn's call at 10:45 AM. There is a12 month waiting period on new graders with prices increases coming in August and January. It was agreed to start the quote process as soon as possible. All oft the grader styles the counties used are nowi manufactured in Brazil. Jeff Cure - County Attorney Discussion was held on the procedure, if possible, to allow a current county employee to work in the jail or another department than they are originally hired in. Jeff reported back to the board later in the day that there is no direct violation to hire an employee also as an Itd doesn't look like there will be a May Planning Commission meeting but for. June Tri- State and Bronco Plains II will be presenting applications. The Treasurer has requested to replace the blinds in their windows, since one broke recently. Collin will work on ordering them when they are on sale. Pea gravel will be used in the RV parking areas. The seasonal position will be made available starting on May 12th. 1.
