KIT CARSON COUNTY BOARD OF COUNTY COMMISSIONERS  MINUTES JUNE 15, 2022  The Kit Carson County Board of County Commissioners meeting began in work session at 8:00. AM. Those present were Dave Hornung, Stan Hitchcock, Lynsay Cormack, and. Susan Corliss. Cory Wall was  absent. Discussion was held about V-plows and will be considèred in the future. Delivery ofthe 2022 graders should be District1 1 in July and  District 2 & 3 in August. The notice from Tri-State state that all concerned! have been contacted; Curt Penny has not been contacted and requested that the hearing be extended. Jeff will contact Mr. Penny tol have him provide a written comment for the hearing. The waiver for lease signatures will be for the starting of the project, not intended to be a waiver for the landowner's signature and consent for the project. Jeff met with the assessor reviewing the TPR appraisal. She has done a site visit this  week and shared her findings. He will review. her email.  12:00 PM-Lunch  The Board of County Commissioners recessed at 12:00 PM: returning at 1:00 PM. Those present for session were Dave Hornung, Stan Hitchcock, John Fierro, Will  Arthur, Lynsay Cormack, and Susan Corliss.  1:00 PM - John Fierro/Will Arthur. Attentive Contract  John Fierro and Will Arthur were available to answer additional questions about the Attentive insurance and savings process. Joining the meeting zia Zoom was. Review and Approve Consent Agenda Items  The pledge was recited at 9:30 AM. Those present wère Stan Hitchcock, Dave Hornung,  1.A Approve BOCC, Department Heads, DHS, and PH minutes for June 8th and  Accounts Payable  Ac card was: received from the Justin Stephen family.  Dave Hornung moved to approve the minutes for Boards of Commissioners, Department Heads, Board ofHuman Services, and Board ofPublic Health on. June 8th and the Accounts Payable in the amount of$101,491.49,: seconded by Stan Hitchcock.  The motion passed. 2.A Hazard Assessment CEPA  2. New Items  The Board of Commissioners each filled out a hazard assessment for the CEPA  report. Commissioner Wall will have one when he returns.  2.B Attentive Benefits Contract company and review the contract.  The commissioners stated that they would like to take additional time to research the Dave Hornung moved to defer signing the Attentive Health & Wellness contract tabling decision to a later meeting, seconded by Stan Hitchcock. The motion passed.  2.C OpenGov Budgeting & Planning Contract  DocuSign  OpenGov will provide software and training for the Program "Budgeting and Planning". OpenGov uses a 10-step process to implement the software and program. Dave Hornung moved to approve the OpenGov 5-year Agreement for professional services in the amount of $51,250.00 for the deployment of the Budgeting & Planning software with training and annual subscription fee of $ 18,692.00 each year for total project cost of $144,710.00, seconded by Stan Hitchcock. The motion passed.  3. Monthly Reports  3.A May CAPP & CWCP Report  Dave Hornung moved to confirm the May CAPP and CWCP reports as represented,  seconded by Stan Hitchcock. The motion passed.  4. Purchase Orders  4.A PO #22-00293 - Eitan Medical - Infusion Set/Pump Kits - Ambulance -  $13,544.90  Dave Hornung moved to approve Purchase Order #22-00293 for the Ambulance Department to Eitan Medical Quote #002532 forsixinfusion pump sets totaling $13,544.90 that will be paid by with APRA funding, seconded by Stan  Hitchcock. Ambulance New Hire Orange Sheet for Kody Dixon at $19.23 per hour for Step 00 and Grade 40 with annual wage of $40,000.00 as al Non-Exempt Full Time Employee with Benefits effective July 1, 2022 with a trial period ending January 1, 2023 with EMI-Paramedic/RN with ACLS Call Pay at $1.45 per hour, Transfers at $ 175.00, Weekend/Holiday Pay of $50.00, and SupervisorTransfer Organizer at $10.00 per shift, seconded by Stan Hitchcock. The  motion passed.  5.B Orange Sheet- - Raise James Minasi - R&B  Dave Hornung moved to approve the Road & Bridge District 3 Raise Orange Sheet for James Minasi at $ 18.51 per hour for Step .50 and Grade 38 with annual wage of $38,500.00 as a Non-Exempt Full Time Employee with Benefits effective July 1,2022,  seconded by Stan) Hitchcock. The motion passed.  5.C Orange Sheet- 61 Month Evaluation Raise Mathew Shults- G&B  Dave Hornung moved to approve the Grounds & Buildings 6 Month Evaluation Raise Orange Sheet for Mathew Shults at $16.83 per hour for Step .00 and Grade 35 with annual wage of $35,000.00 as a Non-Exempt Full Time Employee with Benefits effective June 1, 2022, seconded by Stan Hitchcock. The motion passed.  Additions:  May HUTF Report  The Board ofCounty Commissioners reviewed the May HUTF reports and money from the State providing the county with a total of$190,702.47 for the month of May, which isa  decrease of $45,303.59 from May of2021.
