KIT CARSON COUNTY BOARD OF COUNTY COMMISSIONERS MINUTES JUNE 29, 2022 The Kit Carson County Board of County Commissioners meeting began in work session at 8:00. AM. Those present were. Dave Hornung, Stanl Hitchcock, Cory Wall,Lynsay Cormack, Susan Corliss. In-Person Schedule Commissioners Board Room 8:00 AM - Work Session Commissioner Meeting to convene with Pledge of Allegiance Hornung, Ashley Hernandez, Lynsay Cormack, and Susan Corliss. 10:00 AM-A Ashley Hernandez EM/ Quarterly reports Thej pledge was recited at 9:55 AM. Those present were Stan Hitchcock, Cory Wall, Dave CEPA Surveys will be continuing. There has been a good response SO far that will help with the Dave Hornung moved to authorize the signing of the Kit Carson County Emergency Telephone Authority Intergovernmental Agreement with the City of Burlington and Towns of Bethune, Stratton, Vona, Seibert, and Flagler, seconded by Cory Wall. The motion passed by The Emergency Telephone Authority IGA is fully executed to create the board of nine members with one member from the Kit Carson County fire districts, Sheriff Department, Burlington Police Department, KCC Ambulance Service, Community Ambulance Service, Emergency Manager, and Coroner's Department and two nonvoting members from the KCC report. Board of County Commissioners. 2022 2nd Quarter EMPG-LEMS Dave Hornung moved to authorize the signing of the 2022 2nd Quarter EMPG-LEMS Grant Activities April through June Work Plan - Part I with documentation, seconded by Cory Wall. The motion passed by unanimous vote by Stan Hitchcock. 10:30 AM- Valerie Boyd - Public Health Director- Printer Discussion See Board of Public Health Agenda 11:00 AM-J Jeff Cure - County Attorney Cheyenne, and Kit Carson Counties. Discussion was held on the. Attentive contract and possibly having a telephone meeting with Dan Sweet at a future meeting. Those present for the session were Dave Hornung, Cory Wall, Stan Hitchcock, Shawn Franz, Lynsay Cormack, and Susan Corliss. 1:00 PM-S Shawn Franz - Dispatch Director- Contract 2.B ONSOLVE Contract Dave Hornung moved to authorize the signing of the ONSOLVE (CodeRed) Standard Flex Package for the CodeRed notifications for Lincoln, Cheyenne, and Kit Carson Counties in the amount of $13,332.74 effective June 28, 2022, to June 27, 2023, seconded by Cory Wall. Dave Hornung moved to authorize signing of the ONSOLVE Agreement with Lincoln and Cheyenne Counties for the payment of the annual fee of$13,332.74, seconded by Cory Wall. The ceiling fans for the Farm Credit of Southern Colorado Show Pavilion are not the industrial size that were in the bid; those were unavailable at this time. The smaller ones will be installed for this fair and then a decision will be made after fair whether to replace them eventually with the industrial size. 2:00 PM-Heather Morris- - Ambulance Director- Staffing Updates Three applications have been received for the Ambulance Reserves; the board approved the application process to continue for all three. Additional information was brought in concerning billing issues with Quad billing. Their lack of updating basis information with Medicaid caused problems with a site visit. The entire report for that site visit to be redone. Personnel Items Dave Hornung moved to approve the Jail New Hire Orange Sheet for William Cranmer at $16.11 per hour for Step .50 and Grade 33 with annual wage of $33,500.00 as a Non- Exempt Full Time Employee with Benefits effective July 6, 2022 with a trial period ending January 5, 2023, seconded by Cory Wall. Cory Wall moved to authorize the signing the EMT Course Agreement with Brittney Rohn to cover the tuition cost and book costs of $2,500.00 with the agreement that she will work for Kit Carson County Ambulance Service for an additional two years, seconded by Dave Hornung.
