KIT CARSON COUNTY BOARD OF COUNTY COMMISSIONERS MINUTES JULY 20, 2022 Commissioner Meeting to convene with Pledge ofAllegiance The pledge wasi recited at 8:03 AM. Those present were Stan Hitchcock, Cory Wall, Dave Hornung, Kelly Alvarez, Michael Sharlow, Lynsay Cormack, ànd Susan Corliss. In-Person Schedule - Commissioners Board Room 8:00 AM - Hoss Consulting MET Tower Application A variance of Section 4- 303 Site Planning Standards Setbacks was granted as a variance on the setbacks to be 500' based on the MET tower located in a pivot to not impact the irrigated crop areas was requested. The Kit Carson County Board of Adjustment decision was made following the Planning Commission meeting on July 19th granting a setback of 263' for this MET Tower. There were no structures in the immediate vicinity that would be impacted by the request. Dave Hornung moved to approve the Land Use Application for Hoss Consulting applying for an Industrial development permit for a MET located in Southwest Quarter Section 25, Township 6S, Range 44W for 1 to 3 years on a private agricultural land, seconded by Cory Wall. AM- Next Era - Wind Farm Conceptual Site Plan Jennifer Hewon, Jessica Rodriguez, Natalie Graves, Chris Haas, Caitlin Quander, and Brandon Smith of NextEra Energy reviewed the Bronco Plains Wind Project Land Use Application that was approved by the Planning Commission last night. Phase II application will Dave Hornung moved to authorize signing of the conceptual agreement (Land Use Application - Phase I) for the Bronco Plains Wind Project contingent on having 10 leases signed and completed by August 16th, seconded by Cory Wall. The motion passed by be presented to the county in August. unanimous vote by Stan Hitchcock. 9:00 AM- Work Session 11:00 AM-Jeff Cure - County Attorney Discussion was held on the road bonds on the wind project and the bonds that will be needed for the decommission plans. She thanked Kit Carson County for participating since the pools began in 1983, 1984, and 1985. Some oft the new: services are available with a business library and lunch meetings. 1:301 PM- Collin Koop Grounds & Buildings - Updates Fourteen benches have been made and delivered by Hitchcock Inc. for the fairgrounds. The Board of County Commissioners will go out following the meeting today to determine the placement of the benches. He is still waiting on the electrical inspector for the pavilion. The generator for the stage has arrived. Steve Daniel will help with the stage hookup during the sound check. Redlund will be providing similar tractors to last year's fair. Two windowair conditioners will be purchased for the crow's nest. A trial horse rein class was done in the Farm Credit of Southern Colorado Show Pavilion; thel holding pens were. left inj place and the show ring was stacked against them. 2:00 PM-I DHS - Monthly Financials See the Board of Human Services Agenda Joyce Lightle-S Starbright Entertainment On Stage in the Carousel Park 2022 posters were given to the Board of County Commissioners and an update on the expenses for the bands. Joyce asked if the remaining balance could be given to the local talent to help defray the cost of gas to come to perform. Local talent will start on Thursday, Friday, and Saturday. Bands closing each evening will be Tenderfoot Bluegrass, Brian Brooks and The Incorrigibles, and Union Gray. 1.
