KIT CARSON COUNTY BOARD OF COUNTY COMMISSIONERS MINUTES AUGUST 24, 2022 The Kit Carson County Board of County Commissioners meeting began in work session at 8:00 AM. Those present were Dave Hornung, Stan Hitchcock, Cory Wall, Lynsay Cormack, and Susan Corliss. In-Person Schedule- Commissioners Board Room 8:00 AM - Work Session Commissioner Meeting to convene with Pledge of Allegiance Hitchcock, Cory Wall, Davel Hornung, Lynsay Cormack, and Susan Corliss. 9:00 AM - Abbey Mullis Assessor- Abstract of Assessments The meeting was called to order at 9:15 AM Those attending were Abbey Mullis, Stan Abbey Mullis, Assessor Clerk, presented Abstract of Assessments (CRS 29- 5-123) for Board ofCounty Commissioners/Board of] Equalization for signatures then sent to State of Colorado. Dave Hornung moved to authorize the signing of the Abstract of Assessments as of August 16, 2022, seconded by Cory Wall. The motion passed by unanimous vote by Stan 10:00 AM - Sheri Rider - Royalty Director 2023 Royalty Program & Expenditures An update of the activities and use of the $4,000 budget for the 2021-22 Royalty was given. The ladies sent a letter requesting the remaining donation money be used to purchase new crowns with elastic hat bands for the queen, attendant, and princess. The current crowns were purchased five years ago and are getting hard tol keep on their hats. The Board of County The royalty for 2022-23 are Queen - Maddie Powell, Attendent Clare Miltenberger, and Princess Ava Dobler. The county budget for the royalty will continue at $4,000 for next year. Donations will be deposited with the county to help cover the chaps, jackets, and various specialty items. The sponsorship from Miltenberger Farms has been given directly to each lady 10:30 AM-) Heather Morris - Ambulance Director - Responder Policy Updates/Review, Hitchcock. Commissioners agreed that would be a good used oft thei remaining funds. for personal expenses. Meeting was canceled by Heather. 11:00. AM- Abbey Mullis Assessor Board of Assessment Discussion was. held on the BAA case. The personal property value is being requested to bel lowered from $5.4 million to $250,000. The board and Asssessor Mullis would like to find out ifa an agreement could be reached before the hearing. Jeff Cure- - County Attorney Greg Etl called in to discussion concerning the 2021 audit. It was suggested tol look into hiring another firm. to conduct the audit by the September 30th deadline. Ift the audit is not Jason Kramer was present to discuss a division of land that had not acquired a subdivision exemption. The application has been filed and should go to the next Planning complete by a certain date, it should be considered a breach ofc contract. The Board of County Commissioners requested for at least one addition bid for the project. The generator is in for the Annex. Installation of the generator will require having portable generators available tol keep the refrigerators running while the power is off. Correspondence A thank you was received from Vince's GM Center. 1.A Approve minutes for the August 17th - BOCC, PH, and DHS meetings, 1. Review and Approve Consent Agenda Items Accounts Payable & Payroll Dave Hornung moved to approve the minutes for Boards of Commissioners Board, Board of Human Services, and Board of Public Health on August 17th and to pay the Accounts Payable ini the amount of $78,363.24 and Payroll in the amount of$391,322.31, seconded by Cory Wall. The motion passed by unanimous votel by Stan Hitchcock. 2.A FY2021 Cost Allocation Certification for FY2023 Cost Rates 2. New Items All costs included in the proposal are properly allocable to Federal awards. Dave Hornung moved to authorize the signing of the Kit Carson County 2022 Consolidated Cost Allocation Plan including Department of Human Services based on the data of December 31, 2021 for FY 2023 in accordance with the requirements of2 CFR Part 200, "Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards", seconded by Cory Wall. Personnel Items 4.A Orange Sheet - Adrienne Perkins - 1 Year Evaluation Raise Cory Wall moved to approve the Sheriff Raise Orange Sheet for Adrienne Perkins at $16.47 per hour for Step. .25 and Grade 34 with annual wage of$34,250.00 as a Non-Exempt Full Time Employee with Benefits effective September 1, 2022, seconded by Dave Hornung.
