KIT CARSON COUNTY BOARD OF COUNTY COMMISSIONERS MINUTES SEPTEMBER 14, 2022 The Kit Carson County Board of County Commissioners meeting began in work session at 8:00. AM. Those present were Dave Hornung, Stan Hitchcock, Cory Wall, Lynsay Cormack, and Susan Corliss. In-Person Schedule- - Commissioners Board Room 8:00 AM- Pre-Department Head Meeting 8:30. AM-) Department Heads Meeting Host OEM Ashley Hernandez Commissioner Meeting to convene with Pledge of Allegiance The pledge was recited during the Department Heads meeting. 10:00. AM - Collin Koop Grounds & Buildings /Steve Daniel- - Daniel Electric Updates/Power Discussion Integrated Consulting Engineèrs (ICE) sent a proposal to engineer options for the Samsung HVAC units on the courthouse roof. A site visit with ICE and Samsung will take place on October 4th. It has already been suggested a building on the ground would best The AC unit in the hent/.Communication server room was leaking the end of July. The drain pan was patched as a temporary fix. Plains Heating & Air submitted a quote for the project in the amount of $6,692.00. The project will have the quote submitted as a Collin contacted Wagner CAT for bids; the current representative in our area is now. JR Harsh. The quote for an excavator wasi rejected by the board. Road & Bridge District 2is located closer to the access point on the Southeast corner oft the building. purchase order next week. requesting a skid steer loader. 2023 262D3-CL Skid Steer Loader CAT $66,505.00 D1 The auto dealers are. not ablei to provide quotes for the 2023 models as the process for orders has changed. The vehicles needed for Public Health and Humans Services are currently in stock at Vince's GMC Center but may not bei in 2023. The Tina Peters case against all of the Colorado County Clerks was dismissed and denied consideration by the Colorado Supreme Court. There have been concerns expressed about the Sheriff's Facebook posts that provide information about weekly arrests and bail amounts. 12:00 PM-I Lunch The Board of County Commissioners recessed at 12:00 PM returning at 1:00 PM. Those present for the session were Dave Hornung, Stan Hitchcock, Cory Wall, Destry Sisson, Travis Belden, Lynsay Cormack, and Susan Corliss. 1:00 PM - Destry Sisson - Complaint with Sheriff's Office Concern of possible harassment by the Sheriff Department and jail conditions with an explanation of a possible methane leak. The board explained that as elected officials each runs their office and the Board of County Commissioners do not have authority to tell another elected official how to run their office. 1:30 PM - Travis Belden - Sheriff- Budget Only one oft the four vehicles ordered for 2022 has arrived. Since the delivery dates of the others has not been determined, the amount will be moved to the 2023 budget but no additional vehicles will be ordered. There will be an increase cost on upfitting to Staff changes were discussed to accommodate for the upcoming openings in the jail $19,000 per vehicle; one will be done for the K-9 Unit. and patrol. 2:00 PM-7 Todd Holmes-I IT- Vyve & Microsoft 365 The current CISCO Meraki licensing and hardware expire on December 24th.A A 3-year contract on equipment and licensing was presented for the upgrade at a proposed cost of $11,845. A quote for the actual cost will be needed within 30 days of transition. Vyve upgrades to Internet service will be needed for the. Ambulance/Coroner: building -$150.00, Extension Office- 4 $200.00, and Road & Bridge District 1 Shop $100.00. Each of these workorders is under $500.00; purchase order was not needed for approval. The board approved to complete the Internet upgrades. There will be a walk-through next The 365 Microsoft licenses will be for all of the software instead ofj just Outlook. It Todd would like to move all IT items into the IT Budget, which will help with the Strategic Plan to have access to what IT funds are spent per month. It was determined that that ITi items will be moved from the departments to IT for the 2023 Budget. American Red Cross had a trailer located in Flagler that was relocated to another location. The contents (cache) are now stored in the attic in Seibert Fire House, including cots and blankets. All out-of-date items were removed. The. American Red Cross was contacted tol help a family in Burlington who Ashley will be out of town September 21-25; Della will be covering the OEM position. She has been attending Salamander training; there are additional parts to the equipment that could be useful to the county but there is a cost connected to them.
