KIT CARSON COUNTY BOARD OF COUNTY COMMISSIONERS MINUTES SEPTEMBER 28, 2022 The Kit Carson County Board of County Commissioners meeting began in Work Session. Those present were Dave Hornung, Cory Wall, Lynsay Cormack, Susan Corliss. Stan Hitchcock was absent. In-Person Schedule - Commissioners Board Room 8:00. AM - Work Session - for budget presentations Commissioner Meeting to convene with Pledge of Allegiance Heather Morris, Lynsay Cormack, and Susan Corliss. The meeting was called to order at 8:05 AM. Those attending were Cory Wall, Dave Hornung, 8:00 AM-] Heather Morris - EMS Director. - 2023 Budget Review oft the current employees and reserves. There have been 679 calls for this year. Discussion on the billing process; there is concern because oft the submitted invoices being changed without approval from Kit Carson County. There will be a meeting with Quad Billing in mid-October. The budget discussion continued in work session. Landfill Budget Review Randy Gorton and Brandon Beechley presented their proposal for the 2023 Budget. Presentation of the Clerk & Recorder, Elections, and Recording budgets were presented at 9:30 AM- Susan Corliss - 2023 Budget 4:35 PM: in work session. 10:00 AM-E FAMLI Public Hearing Employee Comments Resolution 22-048 -Tol Decline Participation in the FAMLI Program The Board of County Commissioners held the FAMLI Public Hearing at 10:00 AM. Those present for the session were Dave Hornung, Cory Wall, Lynsay Cormack, and Susan Corliss. Comments from staff members were given by Susan Corliss and Cory Wall. 3.A Resolution 22-048. - To Decline Participation in the FAMLI Program RESOLUTION: Dave Hornung moved to adopt Resolution 22-048 to decline participation in the FAMLI Program and provide notification to the State of Colorado of such declination of participation, seconded by Cory Wall. The motion passed. Coroner Budget Review The budget was reviewed in work session with Coroner Randy Gorton. 10:30 AM- Shawn Franz Dispatch Director 2023 Budget determine what will need to be done. The budget was reviewed. 11:00 AM-Scott Stinnett- CSU Extension - 2023 Budget The upgrade to the courthouse phone system created a need to create a connection for three phone lines to bei integrated into the three dispatch stations. BUSINESS MEETING 1. Review and Approve Consent Agenda Items 1.A Approve minutes for the September 21st - BOCC and DHS meetings, Accounts Payable, and Payroll Dave Hornung moved to approve the September 21st minutes for Boards of Commissioners and Board ofHuman Services, and toj pay the Accounts Payable ini the amount of $90,761.48 and Payroll in the amount of $366,820.41, seconded by Cory Wall. The motion passed. 2. New Items 2.A Subdivision Exemption - John Buol Trust, Denise Nettle, and Diana Wiggins Pending notification of recording of required Deed. Dave Hornung moved to defer signing of the subdivision exemption until the condition ofi recording a deed is met, seconded by Cory Wall. The motion passed. 2.B CDOTTransportation Request - Bronco Plains II Dave Hornung moved to authorize signing the CDOT Transportation Request for Bronco Plains II access on State Hwy 59 and Kit Carson County Road J, seconded by Cory Wall. The motion passed. 3. Resolutions 3.A Resolution 22-048 - To Decline Participation in the FAMLI Program Voted on during the Public Hearing at 10:00. AM 4. Personnel Items 5.A Orange Sheet - Diana Cano 61 Month Evaluation Raise Dave Hornung moved to approve the Assessor Raise Orange Sheet for Diana Cano at $15.26 per hour for Step .75 and Grade 31 with annual wage of$31,750.00 asa a Non-Exempt, Full Time Employee with Benefits effective October 1, 2022, seconded by Cory Wall. The motion passed. 5.B Orange Sheet- - Lana Mireles- -11 Year Evaluation Raise Dave Hornung moved to approve the Assessor Raise Orange Sheet for Lana Mireles at $17.07 per hour for Step .50 and Grade 35 with annual wage of $35,500.00 as a Non-Exempt, Full Time Employee with Benefits effective November 1, 2022, seconded by Cory Wall. The motion passed. Additions: Schaal Drilling Dave Hornung moved to approve the estimate from Schaal Drilling for a methane monitoring well at the Landfill noting that the estimate was changed to a Final Invoice, seconded by Cory Wall. The motion passed. Communication Center Load Encryption Keys The 800 calls are encrypted differently in Kiowa County and programming has to be done to the consoles to allow communication as Cheyenne County deputies switch to Kiowa County's 800 radio system when needed. There have been two pursuits that had no communications with Cheyenne County involving Kiowa County withl KCC Dispatch. Dave Hornung moved to approve the Digitcom Electronics Quoation #104009277 to install encryption keys into the three VPM operator positions in the amount of $1,030.00, seconded by Cory Wall. The motion passed. DDI Bus Title Adjournment The title was signed for the bus that will be used as an Outback Bus. The Board of County Commissioners meeting adjourned at 4:50 PM.
