KIT CARSON COUNTY BOARD OF COUNTY COMMISSIONERS  MINUTES OCTOBER 26, 2022  The Kit Carson County Board of County Commissioners meeting began in work session. Those present were Dave Homung, Stan Hitchcock, Cory Wall, Lynsay Cormack, and Susan  Corliss.  In-Person Schedule - Commissioners Board Room  8:00 AM- Work Session  Commissioner Meeting to convene with Pledge of Allegiance Wall, Lynsay Cormack, Susan Corliss, and Ashley Hernandez.  The Kit Carson County Board of County Commissioners convened at 9:32 AM with the reciting of the Pledge of Allegiance. Those present were. Dave Hornung, Stan Hitchcock, Cory  9:30. AM- Ashley Hernandez OEM-I EMGP Expense Report Dave Homnung moved to authorize the signing of the 2022 3rd Quarter EMPG-LEMS Reimbursement Request July through September Expenses with documentation, seconded by Cory Wall. AM-Valerie Boyd - PH Director Quarterly Report 10:30 AM- Collin Koop Grounds & Buildings - Updates  See Board of Public Health Agenda  Representatives from Willdan Group, Garth McCann Vice President of Operations and Tom Black - Senior Construction Manager, expressed the company's interest to investigate the issues with the Samsung units. They apologized for the lack ofs support from  Willdan Group and previous vendors. 11:00. AM-Jeff Cure - County Attorney  Kelly Alvarez shared that there will be al battery storage with the solar application on the November Planning Commission agenda. The commissioners will talk with the Planning Commission about touring as solar battery storage facility in the future. There will also be a request fora road easement toi install an approach that will ber referred to the Clerk Jeff Cure reported that he has the letter ready for the BAA case but will be doing a final review before sending it toi the Assessor and property owner. Afterthe letter is signed  & Recorder's office for the paperwork.  by both parties, it will be filed with the BAA case.  12:00 PM-Lunch  The Board of County Commissioners recessed at 12:05 PM returning at 12:55 PM. Personnel, Responder Manual &  Job Description Updates  The appointment was canceled by Ambulance Director.  1:30 PM- Board of Human Services  Orange Sheet Only - Seet the Board of Human Services Agenda 1:30 PM - Child Welfare Supervision - Washington County  Washington County Department of Human Services, Grant Smith, Pam, and Jennifer Gribble, çalled to discuss the possibility of providing supervision for the Kit Carson County. Department of Human Services Child Welfare and APC beginning on  November 1, 2022 until an in-house supervisor can be hired.  BUSINESS MEETING-3:40) PM 1. Review and Approve Consent Agenda Items  1.A Approve minutes for the October 19th -) BOCC, DHS, LLA, and PH meetings; Correspondence Received: Thank you card from Ava Dobler, 2023 KCC Fair & Dave Homung moved to approve the October 19th minutes for Boards of Commissioners, Board ofHuman Services, Liquor and Board ofPublic Health, and to pay the Accounts Payable in the amount of $46,561.90 and Payroll in the amount of $368,730.70, seconded by Cory Wall. The motion passed by unanimous vote by Stan  Accounts Payable and Payroll Rodeo Princess  Hitchcock.  2. New Items  2.A Railroad Crossing at Colorado Ave, -Stratton Colorado Avenue in Stratton, Colorado.  McCormick Excavation & Paving estimate to repair the railroad crossing at Cory Wall moved to table the decision on the Railroad Crossing proposal to allow for more information, seconded by Dave Homnung. The motion passed by  unanimous vote by Stan Hitchcock. 2.B Garry Mooré Amusements 2023 Contract  The Board of County Commissioners reviewed the Garry Moore Amusements for aone year contract beginning on Tuesday, July 25 through Saturday, July 30, 2023, $8,000 cash will be paid to carnival upon arrival and there will not be a percentage of the total sales given to Kit Carson County. The carnival will be open Tuesday  Saturday till 9:00 PM daily.  Dave Hornung moved to table the Event Agreement with Garry Moore doing business as Garry Moore Amusements for the 2023 Kit Carson County Fair & Pro Rodeo, seconded by Cory Wall. Personnel Items  3.A Dispatch Holiday Differential Pay Proposal  Ar request letter wasi received toprovide differentialpay fors shift employees thatwork on specific holidays. A proposal of additional pay per hour for staffmembers working holidays (New Year's Day, Easter, Memorial Day, 4th of July, Labor Day, Thanksgiving, and Christmas withl New Years Eve and Christmas Eve holiday pay starting at 6:00 p.m.) int the Communication Center, Jail, and Sheriff Patrol will be sent to the involved department heads for comments. A decision will be made at the next meeting. 3.B Orange Sheet - New Hire Gabriela Burciaga - Clerk's Office  Dave Hornung moved to approve the Clerk & Recorder New Hire Orange Sheet for Gabriela Burciaga at $15.38 per hour for Step .00 and Grade 32 with annual wage of 20000asaNomfxmp Full Time Employee withFull Benefits effectivel November 1,2022, with as six-month trial period ending May 1,2023, seconded by Cory Wall. Additions:  HUTF September  The Board ofCounty Commissioners reviewed the September HUTF reports and money from the State providing the county with a total of $461,238.90 for the month of September,  which is an increase of$153,176.33 from September of 2021.  Purchase Order 22-00329-1 EPG Companies Inc. - Pumpmaster - $12,460,00-Landrin Cory Wall moved to approve Purchase Order #22-00329 for the Landfill to EPG Companies for a Pumpmaster and sump drainer totaling $12,460.00, seconded by Dave  Hornung.
