DEPARTMENT HEADS MINUTES NOVEMBER 9, 2022 Meeting to convene with Pledge of Allegiance Hosted by Public Health & Environment Director Valerie Boyd The Department Heads meeting was called to order by Public Health and Environment Director Valerie Boyd at 8:37 AM. Those present were Ashley Hernandez, Collin Koop, Cory Wall, Dave Hornung, Heather Morris, Lynsay Cormack, Randy Gorton, Stan Hitchcock, Susan Corliss, Travis Belden, Valerie Boyd, and Glen Marciniak. Pam Mills, Scott Stinnett, Shawn Franz, Terry Hubbell, and Abbey Mullis were absent. Department Head Monthly Reports: Public Health Director Valerie Boyd The staffis busy with flu shots with Monday through Thursday walk ins. Clinics have been held across the county and the drive through clinic went well. Grounds & Buildings Collin Koop Colorado Association of Fairs and Shows was last week. He was elected to the board, which will mean Zoom meetings and: responsibilities at next year's conference. Hel looked at options for the carnival that he will present to the Board of County Commissioners today. They are getting ready for winter. He asked the department heads to remind him for Ice Melt ort things needed for the winter. The Annex Roofis done; there were shingles in parking lot following the recent high winds. Devices have been installed at the courthouse to check the power until December 5th. The Wildan Group talked to the Board of County Commissioners last week; they would like to help fix some of the issues but have not been responding to Collin at this time. Emergency Manager Ashley Hernandez and updating emergency information. Commissioner - District1-s Stan Hitchcock weeks starting in a couple of weeks. Veteran Service Officer - Glen Marciniak She is working on the old ambulance to make it into a mobile command center. A listi is being put together ofthings that will bei needed. She is working on list maintenance for radios Road & Bridge District 1 is still mowing a few roads left from the second round. The roads are dry and hard making it difficult to grade. The crew will be going back to 5-day With Veterans Day coming up, he will be participating in presentations at all the area schools. He will reach out to thel Department ofHuman Service for health care for Veterans receiving government assistançe and see if we can transition them to VA Healthcare. This could possibly take some pressure offofDHS. Director level people from VA Community Care Network, will bel here on November 14th to meet with area medical providers who wish to be an authorized VA Community Care Partner. 20221109 Department Heads Minutes Page/1 SheriffTravis Belden The department has been busy. Calls on drugs and guns have been ramping up. There has been an increase with interactions with sovereign citizens. The new Tahoes are here and waiting for detailing. The Jail should be fully staffed next week; Yuma County has reached out to. house prisoners in Kit Carson County. Solid Waste Director - Randy Gorton & Brandon Beechley Randy Gorton introduced Brandon Beechley; he will become the Landfill Director starting January 1stwhen] Randy retires from the Landfill. The methane well has been drilled with aj pump: for circulation. The blowing trash has been aj problem; hoping tomorrow's wind blows it back. The shredder is down but should be fixed soon. Coroner- Randy Gorton The department has been having three deaths a day a break and then starts over lately. EMT class has overhalfthe: students who have passed. Only twot thus far are having to retest and one has already passed. There will be an EMT-IV certification class at the end of Novembetr/beginning of December. Collin is working on KC 13 for the incident command vehicle for KCC. They will be moving KC 13 from Stratton to Burlington to start getting that unit ready. Bekah ànd Heather are covering due to Shelby having time off and Kody/Shane are attending EMSACi in Keystone for education and required continuing education credits. Weh have been covering all oft the football games for varsity football for Burlington, Bethune, and Stratton home games. As well as ai fewJunior Varsity football games and Junior High as well for Stratton. Community outreach for CPR and First Aid classes is showing an increase. Multiple agencies, daycare providers, and hospital departments are calling for educational classes. These classes will start being charged for to each person taking the class at a minimal fee. We went live with the 3.5 version of Image Trend November 1. This is going as expected. This new version is Ambulance Director- - Heather Morris mandatory effective. January 1,2023, per the State of Colorado. Administrator Lynsay Cormack The county is still waiting oni the audit; the auditor! little more responsive now. Working on finalizing the budget in the online software. Lynsay is working on a plan for her staff while she is out on leave. The plan/contact sheet will be shared with Department Head as soon as possible. Commissioner District 3-1 Dave Hornung Road & Bridge District 3 also noted the roads are dry and hard making it difficult to grade. The crew will be going back to 5-day weeks started on November1.1 He congratulated the re-elected officials. There will be a solar project and battery storage - Phase I at the next Planning Commission meeting. A tour of a facility is being planned before final approval. Human Services - Kristi Janousek The department has calmed down after losing the director this month. There are a lot of new clients. 20221109 Department Heads Minutes Page_/2 Commissioner- District 2- Cory Wall The Department of Human Services has a new director on her way, Jen Gribble, effective start date ofJanuary 1,2023. Road & Bridge District 2 are starting five 8 hour days now for the winter months. The road crossing at 30.5 in Stratton will be fixed; waiting on Kyle Railroad but has to be done by January 1SL.A All ofthe county roads are really rough. Clerk & Recorder- - Susan Corliss An overview of the results and processing of 2022 General Election was given. Questions were answered as well. Changes in office staff are in process with a Gabriela Burciaga joining the staff to learn Driver License and Motor Vehicle. Leaving the will be Tawnya Jones to join the Ambulance Department. Patty Witzel will be retiring in December; there will be aj party of her retirement on December 28th. Adjournment The Department Heads meeting adjourned at 9:10 AM.
