KIT CARSON COUNTY BOARD OF COUNTY COMMISSIONERS MINUTES NOVEMBER 23, 2022 The Kit Carson County Board of County Commissioners meeting began in work session at 8:00 AM. Those present were Dave Hornung, Stan Hitchcock, Cory Wall, and Susan Corliss. In-Person Schedule - Commissioners Board Room 8:00 AM. - Work Session 9:30. AM-Collin Koop Grounds & Buildings - Updates More option for the carnival time during the fair were shared. He visited with the Sheriff Department about having the ticket booth by their tent. They would be willing to help selling tickets. Wildan engineer was here and will meet with the other representatives and will submit a recommendation. 10:00 AM - Morgan Vankat - Rural Jumpstart Program Aj presentation about the Rural Jumpstart Program was given. Additional information will be emailed. 11:00 AM-J Jeff Cure- - County Attorney The State Abatement Board approved the proposal by Kit Carson County to settle the case. An update for the Land Use Code will ready by the first oft the year. 12:00 PM - Meeting Adjourns Commissioner Meeting to convene with Pledge of Allegiance Those present were Dave Hornung, Stan Hitchcock, Cory Wall, Jeff Cure, and Susan Corliss. Review and Approve Consent Agenda Items 1.A Approve minutes for the November 16th - BOCC, DHS, & PH meetings, Payroll and Accounts Payable Correspondence Received: Dave Hornung moved to approve the November 16th minutes for Boards of Commissioners, Board of Human Services, and Board of Public Health, Payroll in the amount of $364,916.54 and to pay the Accounts Payable in the amount of $48,746.43, seconded by Cory Wall. The motion passed by unanimous vote by Stan Hitchcock. 2.B Subdivision Exemption Ryan Weaver NE Qtr; Section 36 Township 8S Range 43W-6 6.07 acres Dave Hornung moved to approve the Subdivision Exemption for Ryan Weaver, owner, consisting of 6.07 acres from 40 acres the Northeast Quarter Section 36, Township 8S, Range 43W consisting of an existing homestead and buildings, seconded by Cory Wall. The motion passed by unanimous vote by Stan Hitchcock. 2.C Cheyenne County Contract 2023-Dispatch Cory Wall moved to authorize signing the Kit Carson County Communication Center Contract with terms of agreement for one year with Cheyenne County effective January 1, 2023, through December 31, 2023, seconded by Dave Homnung. Personnel Items 5.A Orange Sheet- Wyatt Bishop- Raise- Sheriff Cory Wall moved to approve the Sheriff- Jail Raise Orange Sheet for Wyatt Bishop at $20.91 per hour for Grade 43 and Step .50 with annual wage of $43,500.00 as a Non- Exempt, Full Time Employee with Benefits effective November 21, 2022, seconded by Dave Hornung. Additions: HUTF Report The Board of County Commissioners reviewed the October HUTF reports and money from the State providing the county with a total of $266,500.67 for the month of October, which is an increase of $85,439.78 from October of2021. Letter 13th Judicial District Attorney /FAMLI Opt-Out Cory Wall moved to authorize signing the letter confirming the adoption of the resolution for the 13th District Attorney's Office Opt-Out of FAMLI on November 16th numbered 22-054, seconded by Dave Hornung.
