KIT CARSON COUNTY BOARD OF COUNTY COMMISSIONERS  MINUTES NOVEMBER 30, 2022  The Kit Carson County Board of County Commissioners meeting began in work session at 8:00 AM. Those present were Dave Hornung, Stan Hitchcock, and Susan Corliss. Cory Wall and Lynsay  Cormack were absent.  In-Person Schedule - Commissioners Board Room  8:00 AM- Work Session 10:00 AM - Collin Koop Grounds  Updates were given on possible attractions for the carnival area. Garry Moore Amusements was contacted that Kit Carson County will not be signing their 2023 contract. The Board of County Commissioners recessed at 12:00 PM returning at 12:50 PM. The pledge was: recited at 1:00 PM. Those present for the afternoon session were Dave Hornung, Stan Hitchcock, Deb Daniel, Kevin Penny, Tim Pautler, and Susan Corliss. 1:00 PM- RRWCD- Fee Structure Change Proposal-Deb Daniel River Water Conservation District to comply with the compact with Kansas. 2:00 PM - Collin Koop & Wildan - Courthouse-Heating System  12:00 PM -] Lunch  Commissioner Meeting to convene with Pledge of Allegiance  Kevin] Penny and Deb Daniel had aj presentation on ar newi fee proposal for the Republican  Tom Black and James Ball from Willdan discussed possible solutions to fix the problems with Samsung heating and cooling units. The commissioners asked for a proposal to get through the winter months with fewer issues. Willdan will provide a quote for louvers on the units to protect them from the winter weather conditions and shunts to protect the units from the power lows and spikes. Both of these would need local and staff installation. Freddie Medina explained the recent problems this week that he was currently fixing.  BUSINESS MEETING: 3:45 PM  1. Review and Approve Consent Agenda Items  1.A Approve minutes for the November 23rd - BOCC meeting and Accounts Payable Dave Hornung moved to approve the November 23rd minutes for Boards of County Commissioners and to pay the Accounts Payable in the amount of $34,133.14,  seconded by Stan Hitchcock. Purchase Orders  2.A PO#22-00335- SHI-2THINK PADS- AMB-S1299.00  Dave Hornung moved to approve Purchase Order #22-00335 for the Ambulance Department to SHI Quote #22790103 for two Lenovo ThinkPad laptops totaling  $1,299.00, seconded by Stan Hitchcock. The motion passed.  3. Old Items  3.A Rural Jump Start in Kit Carson County  No action was taken.  Additions:  Garry Moore Amusements  Contract for the 2023 Kit Carson County Fair & Pro Rodeo  Davel Hornung moved to deny signing the contract with Garry Moore. Amusements carnival for the 2023 Kit Carson County Fair & Pro Rodeo, seconded by Stan Hitchcock.  The motion passed.  Adjournment  The Board of County Commissioners meeting adjourned at 4:151 PM.
