KIT CARSON COUNTY BOARD OF COUNTY COMMISSIONERS MINUTES DECEMBER 7, 2022 The Kit Carson County Board of County Commissioners meeting began in work session at 8:00 AM. Those present were Dave Hornung, Stan Hitchcock, Cory Wall, and Susan Corliss. Lynsay Cormack was absent. In-Person Schedule- - Commissioners Board Room 8:00. AM - Work Session Commissioner Meeting to convene with Pledge ofAllegiance The Pledge of Allegiance was recited at 9:00 AM by Dave Hornung, Cory Wall, Stan Hitchcock, Lisa Belden, and Susan Corliss. 9:00 AM-] Lisa Belden-VALE Grant Award Lisa Belden, Victims Advocate Director, presented the award contract for the 2023 Victim Assistance & Law Enforcement (VALE) Fund Amendment #2 effective January Dave Hornung moved to authorize signing the 2023 13th Judicial District VALE Grant Amendment #2 awarding $9,000.00 for personnel and supplies & operating expenses, seconded by Cory Wall. December 2023. 9:30 AM- Valerie Boyd - Public Health Director Contract 10:00 AM-I Brian Blair-Discuss Audit Services See the Board of Public Health Agenda Brian Blair and Pete Blair called in to answer questions about their Proposal for Audit Services. Currently they have three CPAS and two support staff. There will be a share file that documents will be loaded to for audit prep, virtual meetings will be held as needed, and a Dave Hornung moved toi introduce ai request for an engagement letter with Blair and Associates for the 2022 audit, seconded by Cory Wall. Tetra Tech would like to know the process for additional access roads to towers from the county roads; there would need to be a site approval once the locations are determined. Questions about trees next to the Tri- State management buildings; they are located on their property SO it becomes the property owners decision. APEX would like the verbiage changed on their MET Tower application; the word "fine" to "assessed fee"; the document has already been recorded and is public Jeffi is working on final details to the land use permit and some changes to the land use record. with an effective date of. Those present for the afternoon session were Cory Wall, Dave Hornung, Stan Hitchcock, Collin Koop, and Susan Corliss. 1:00 PM - Collin- Grounds & Building Updates An initial drawing for putting the HVAC units on the grounds was] presented. There will be engineers onsite tomorrow to gather more details. Collin has gathered options for the carnival area. Thisi information willl be made available by email to Cheyenne County as well. 2:00 PM-I RRWCD- Deb Daniel and Tim Pautler Kevin Penny, Deb Daniel, and Tim Pautler continued their presentation on a proposed change in the fee structure for the Republican River Water Conservation District in the future. The fee committee will be proposinga 15% Structure Fee, 30%. Irrigated Acre Charge, and 55% Pumping Charge. The Kit Carson County Board of County Commissioners would like to see the focus on conservation with the highest pumping charge that is possible to be passed. BUSINESS MEETING: 4:09 PM 1. Review and Approve Consent Agenda Items 1.AA Approve minutes for the November 30th - BOCC meeting and Accounts Payable Dave Hornung moved to approve the November 30th minutes for the Board of County Commissioners and to pay the. New Items 2.A District 3Truck' Title - Sign for Auction Title #26E141499 - 1985 Truck Cory Wall moved to authorize the signing of a Kit Carson County title for a truck from the Road and Bridge District 3 that will be sold at the miscellaneous auction, seconded by Dave Hornung. Dave Hornung moved to appoint Valerie Rhoades toi fill a 1-year term to serve on the ECCOG Economic Development Board that will expire December. 31, 2023, seconded by Cory 2.B Appointment Letter.
