KIT CARSON COUNTY BOARD OF COUNTY COMMISSIONERS MINUTES DECEMBER 21, 2022 The Kit Carson County Board of County Commissioners meeting began in work session at 8:00 AM. Those present were Dave Hornung, Stan Hitchcock, Cory Wall, and Susan Corliss. Lynsay Cormack was absent. In-Person Schedule- - Commissioners Board Room 8:00 AM- - Work Session 8:00 AM-] Heather Morris- - Annual Evaluation 9:00. AM-7 Terry Hubble - Annual Evaluation Certification - classes were not offered ini the seminar that Terry attended. He is looking for classes locally or a seminar in May to re-certify for the next three-years. Commissioner Meeting to convene with Pledge ofAllegiance The Pledge of Allegiance was recited at 9:23 AM by Dave Hornung, Cory Wall, Stan Hitchcock, Kristi Janousek, and Susan Corliss. 9:30 AM-I DHS - Monthly Financials See the Board of Human Services Agenda 10:30 AM- Ashley Hernandez Annual Evaluation A recap of the emergency closure due to the December 13th storm was given. Concerns for the upcoming sub-zero temperatures were expressed. The Board of County Commissioners had decided to close the county offices on Thursday to encourage people to stay home. Winter Plan will be to work with the Red Cross and local volunteers ifa shelter needs tol be opened. Public Health will step in to help ifit is needed for a long period oft time. The hotel information has been updated and will be monitored. Update on the Burlington School District active shooter plan was given and there will be a meeting today at noon with the school, Burlington PD, the Sheriff, and Office of Emergency Management Director. 11:00 AM - Jeff Cure - County Attorney Reported that land owners have contacted him about another wind farm, Carousel 3, in ther northeastern part ofthe county. Discussion was held ont the Secure Transportation licensure program that needs tol bei inj place by January 1st. Ar resolution and forms will be reviewed and presented for approval next week. The Jail is fully staffed; a couple in the jail would like to cross- train for dispatch. This will allow them to help when not scheduled for jail duty. Review, approval, and signature. Hard copy only. The Board of County Commissioners and SheriffTravis Belden reviewed the FY. Jail Bases Behavioral Health Renewal Agreement. The agreement purpose is to identify and treat substance abuse and mental health disorders in the Kit Carson County Jail. The maxium funding will be $205,667.00. Funds will be used for substance use disorder, mental health, and medication assisted treatments, plus the Telehealth Systems. Cory Wall moved to authorize signing the Department 021 JBBS Contract Amendment #2 effective July 1,2022 to. June 30, 2023, seconded by Dave Hornung. The motion passed by unanimous vote by Stan Hitchcock. 2.CTown of Stratton - Annexation Impact Report Letter The Town of Stratton desires to annex into the city limits 44 acres more or less, ai tract ofl land, to be known as the Weibel Addition, located in the Northwest Quarter of Section 1, Cory Wall moved to authorize signing a letter waiving an Annexation Impact Report for the Town of Stratton based on the property adjoining the current town boundary and being vacant would have little impact on the parties involved, seconded by Dave Hornung.
