KIT CARSON COUNTY BOARD OF COUNTY COMMISSIONERS  MINUTES DECEMBER 28, 2022  The Kit Carson County Board of County Commissioners meeting began in Work Session. Those present were Dave Hornung, Stan Hitchcock, Cory Wall, and Susan Corliss. Lynsay Cormack was  absent.  In-Person Schedule- - Commissioners Board Room  8:00 AM - Work Session  Commissioner Meeting to convene with Pledge ofAllegiance  The Pledge of Allegiance was recited at 9:10 AM by Dave Hornung, Cory Wall, Stan  Hitchcock, Valerie Boyd, and Susan Corliss.  9:00. AM- Valerie Boyd - Board of Public Health See the Board of Public Health Agenda 10:30 AM-1 Patty Witzel Retirement Party 11:00 AM-Jeff Cure- - County Attorney  The Board of County Commissioners attended the reception.  The contract with FemsWhee/Rent.com was reviewed. It would be best to call the company about concerns on the balance due 30 days prior; suggested options were made. Jeff has been researching comp/over time and requirements; any hours over the county's maximum should be paid out monthly and no annual payout has been found; additional  research will continue. 12:00 PM-Lunch  The Board of County Commissioners recessed at 12:00 PM returning at 12:50 PM. Those present for the afternoon session were Cory Wall, Dave Hornung, Stan Hitchcock,  Collin Koop, and Susan Corliss.  1:00 PM - Collin Koop - Grounds & Buildings Updates location in August. There were no additional bids received.  A bid from AJ Pest Control & Fumigation was presented for 2023 at a monthly cost of $265.00, which is the same as last year that includes the addition of the Stratton Ambulance A call to Rick at] emisWhee/Rent.com was made to discuss the contract payment. It was agreed to 10% with the contract, 15% - 30 days prior to the fair, and 75% upon. arrival. An updated email was received from Allison's Games for three rides but no contract at this time. A bounce house company email was received by the commissioners that would provide 10- 2:00 PM - Board of Human Services = held following the BOCC business meeting  15a activities. Accounts Payable int the amount of $26,484.93, Special Payables in the amount of $2,480.00, and Payroll in the amount of $369,649.58, seconded by Cory Wall. New Items  The Board ofCounty Commissioners signed and mailed a letter to Dan Leoffleri rin honor of his father, Jerry Leoffler for his service to our country as Kit Carson County  Military Veteran.  3. Resolutions  3.A22-059. - Secure Transportation Service Licensing  Cory Wall moved to adopt Resolution 22-059 to establish policy, procedures, and forms regarding Secure Transportation Services, seconded by Dave Hornung. Susan Corliss  Chairman Commissioner Commissioner County Clerk  when the following proceedings, among others, were had and done, to-wit:  A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF KIT CARSON COUNTY, COLORADO ADOPTING THE KIT CARSON COUNTY POLICY AND PROCEDURES REGARDING SECURE TRANSPORTATION SERVICES  WHEREAS, House Bill 21-1085, adopted in June 2021, created a regulatory and service system to provide public or private secure transportation services to individuals  experiencing a behavioral health crisis; and,  WHEREAS, the Bill directed each county's Board of County Commissioners to implement aj program, including issuing licenses and vehicle permits for such transports, processing complaints and enforcement of the rules associated with the program; and, WHEREAS, the Bill directed each county to have such a program in place by NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF KIT CARSON COUNTY, COLORADO that the Board hereby adopts aj policy regarding Secure Transportation Services.
