KIT CARSON COUNTY BOARD OF COUNTY COMMISSIONERS MINUTES JANUARY 4, 2023 The Kit Carson County Board of County Commissioners meeting began in work session at 8:00 AM. Those present were Dave Hornung, Stan Hitchcock, Cory Wall, and Susan Corliss. Lynsay Cormack was absent. In-Person Schedule - Commissioners Board Room 9:00 AM-I Liquor License Authority Board 8:00 AM- Work Session See the Liquor License Authority Board Agenda Commissioner Meeting to convene with Pledge of Allegiance Hitchcock, Ashley Hernandez, and Susan Corliss. The Pledge of Allegiance was recited at 10:15 AM by Dave Hornung, Cory Wall, Stan 10:00 AM- Ashley Hemande-OEM-EMPG 4th Qtr and 2023 Updates were given on the last storm that closed the I-70. Iti is easier now having a full year completed. EMPG-LEMS 2022-4th Qtr. Report and 2023 Plan Cory Wall moved to approve the EMPG- LEMS Part 1 Grant Activities Work Plan for the 4ht Quarter of2022, seconded by Dave Hornung. Dave Hornung moved to authorize signing the 2023 EMPG-LEMS Annual Program Paper Part II Jurisdiction Information and Signatures, seconded by Cory Wall. The motion passed by unanimous vote by Stan Hitchcock. 11:00. AM-J Jeff Cure- - County Attorney An update was given on the over/comp time laws a final report will be given in the next week or two. The board shared the recent email from the 2021 auditor and his progress; they will be calling him during the afternoon session. The process of a Release Deed of Trust changed through legislation and went into effect on August 1, 2021. Schedule updates were made for next week's meeting on Tuesday; Jeff will attend at 8:30 AM during the reorganization oft the county and at the regular time at 11:00. Those present for the afternoon session were Cory Wall, Dave Hornung, Stan Hitchcock, Collin Koop, and Susan Corliss. 20230104 Board of County Commissioners Minutes 1Page 1:00 PM- Collin Koop Grounds & Buildings Updates Discussion was held on the power during the last week's storm and talking with the City of Burlington. Collin visited with maintenance at Burlington Elementary School following their water damage during the holidays and to see how their HVAC has beèn working; they are still having issues especially when the louvers froze shut. The board decided not toj pursue The Adventure Zone draft contract was presented for 10-15 inflatables and 3-5 game booths; they will run the booths and ticket sales with the county receiving 10% of the sales. The official contract and one for Cheyenne County will be ready for next week. Collin is checking out the electrical for the location. The water valves in that. area where the water trucks fill up need to be replaced. He would like to add a water hydrant in the carnival area when the valves are replaced. The grandstands speakers need to be updated and would like to do that this summer. this option and expense. 2021 AUDITOR-Jimmy Rae Phone Meeting The Board ofCounty Commissioners and Randy Gorton asked about information the was requested for the Landfill. It was agreed that the information had been collected and there were differences in the figures from the 2020 Audit. The Board of County Commissioners expressed concern that the audit needs to be complete as soon as possible. Mr. Rae stated that the 2021 audit would be completed by January 15,2023. 2022 AUDITOR - Blair and Associates The Board of County Commissioners contacted Brian Blair about conducting the 2022 Audit for Kit Carson County. Mr. Blair stated they were interested, and a letter of engagement would be sent. 2:00 PM - Board of Public Health - Purchase Order Only See the Board ofl Public Health Agenda BUSINESS MEETING: 3:20 PM 1. The motion passed by unanimous vote by Stan Hitchcock. 2.D Value-West Contract - Assessor Cory Wall: moved to authorize signing the Professional Services Agreement between the KCC Assessor and ValueWest in the amount of $2,650.00 per month not to exceed $31,800.00 for the reappraisal ofo commercial property in Kit Carson County from January 1, 2023, to December 31, 2023, seconded by Dave Hornung. The motion passed by unanimous vote by Stan Hitchcock. 2.E Nebraska Safety and Fire Equipment Davel Hornung moved to authorize signing the 2023 service agreement with Nebraska Safety & Fire Equipment for two inspections per year at a total cost of$760.00, seconded by Cory Wall.
