CALL TO ORDER  The Regular Meeting of the Board of County Commissioners on Tuesday, April 23, 2024, was called to order by Chair, Tamara Pogue, at 1:30 p.m. in the County Commissioners Meeting Room, Summit County Courthouse, 208 Lincoln Avenue,  Breckenridge, Colorado. ROLL CALL  II. APPROVAL OF AGENDA CITIZEN COMMENT  Peggy Emerson noted that she owns property at Trails at Berlin Placer and is in attendance to seek help from the Board regarding the challenges they have had with the developer.  V.  PROCLAMATIONS & ANNOUNCEMENTS  Summit County Board of County Commissioners' Regular Meeting Minutes ofA April 23, 2024    A.  Resolution Proclaiming the month of May 2024 as "Mental Health Awareness Month" in  Summit County, Colorado.  Nicole Maynard from Building Hope commented on the high need for mental health support in Summit County, but stated that great strides have been made. She noted that awareness and MOTION: A motion was made by Commissioner Mamula and seconded by Commissioner Waters to approve Resolution 2024-29, Resolution Proclaiming the month of May 2024 as  any work done together as a community goes a long way.  "Mental Health Awareness Month" in Summit County, Colorado MOTION PASSED UNANIMOUSLY BY THE BOARD PRESENT  VI.  CONSENT AGENDA  A. Approval of 04/09/2024 Regular Meeting Minutes. Approved as Presented; and B. Warrant List 04/01/24-04/15/24. Approved as Presented by the Finance Department; Planning Commission Appointments. Approved as Presented; and D. Liquor License Renewal for Powdr-Copper Mountain LLC dba Copper Mountain Resort; Fermented Malt Beverage On/Off Premises; Greg Neumann; located at 209 Ten Mile Circle, Copper Mountain, CO (Clerk). The Sheriff's report indicated no record of negative information on the establishment and stated no reason to Liquor License Change of Trade Name and Change Location, Powdr-Copper Mountain LLC dba Copper Mountain Resort; Fermented Malt Beverage On/Off Premises; Greg Neumann; located at 209 Ten Mile Circle, Copper Mountain, CO (Clerk). The Sheriff's report indicated no record of negative information on the establishment and stated no reason to disapprove the issuance of the license at Liquor License Renewal for American Liquors LLC dba American Liquors; Liquor Store; Craig Rubis; located at 76 Huron Road, Breckenridge, CO (Clerk). The Sheriff's report indicated no record of negative information on the establishment and stated no reason to disapprove the issuance of the license at this time; and G. Copper Day Care License Agreement. Approved as Presented; and Neighborhood Water Service. Approved as Presented; and Mamula to approve the Consent Agenda, items A-H, as presented. Approval of an IGA between Summit County and the Town of Frisco for Nellie's MOTION: A motion was made by Commissioner Waters and seconded by Commissioner  VII.  NEW BUSINESS  A. PLN23-091 General Subdivision Exemption to adjust Lot 1 and Lot 2, Headlight Simon Corson gave al brief digital presentation, including but not limited to the vicinity map, proposed plat, and background. The goal of the application is to change lot lines only. Staff reviewed the subdivision exemption criteria with the help of the Road and Bridge Department in particular. Staff recommends approval of the application with the five findings as discussed.  Subdivision.  Summit County Board of County Commissioners' Regular Meeting Minutes of April 23, 2024    MOTION: A motion was made by Commissioner Mamula and seconded by Commissioner Waters to approve Resolution 2024-30, PLN23-091 General Subdivision Exemption to adjust Lot 1 and Lot 2, Headlight Subdivision, with 51 findings and 0 conditions.  MOTION PASSED UNANIMOUSLY BY THE BOARD PRESENT  B.  PLN24-002; Replat of Lot 30B, Summerwood Amended Tract "A"; General Subdivision  Exemption Plat.  Jen Uhler gave a presentation including the vicinity map, background toi the lot and PUD, zoning map, proposed plat, and subdivision exemption criteria. She noted that staff recommends MOTION: A motion was made by Commissioner Waters and seconded by Commissioner Mamula to approve Resolution 2024-31, PLN24-002; Replat of Lot 30B, Summerwood Amended Tract' "A"; General Subdivision Exemption Plat, with 71 findings and 0  approval with 7 findings and zero conditions.  conditions.
