KIT CARSON COUNTY BOARD OF COUNTY COMMISSIONERS  MINUTES FEBRUARY 1, 2023  The Kit Carson County Board of County Commissioners meeting began in work session at 8:00. AM. Those present were Dave Hornung, Stan Hitchcock, Cory Wall, Lynsay Cormack, and  Susan Corliss.  In-Person Schedule Commissioners Board Room  8:00. AM- Work Session  9:30. AM-I Heather Morris-EMS Director-Updates Commissioner Meeting to convene with Pledge of Allegiance Hitchcock, Valerie Boyd, Lynsay Cormack, and Susan Corliss. 10:00 AM- Val Boyd - Public Health - State Tobacco Grant  Postponed to next week. Jeff Cure- County Attorney  Kelly Alvarez asked about the new Land Use rates effective date. The new: rates will be for all permits beginning this year. There has been an inquiry ifa new permit is required for an existing commercial ground that may have a temporary asphalt plant. It would be a change The Land Use Code update will bej presented to the Planning Commission in February for approval. Applications will begin receiving a signed permit certificate instead ofjust the signed applications. The forms are being updated for rate changes and formatting, sO they are: not on Update ont the county roads on section lines based on the Elbert County resolution in 1885. Created al bid: sheet for the bathrooms on the Farm Credit of Southern Colorado Pavilion. Fox Electric called about installing the generator att the. Annex; they will: need to shut the power down fora anl hour. GOCO has changed; projects need to come from the people. He needs to add an auxiliary battery to his pickup for using the snowplow; going to talk to District 1. Bids are being worked on for the speakers in the grandstands, lights for the track, and a few other projects. Panels have been ordered for the  pig, sheep, and cattle barns toi improve power and GFI breakers. 2:00 PM- Brandon Beechley = Engineer & Landfill Updates  Presented a Proposal for Design and Permitting Services for a new disposal cell design and preparation ofa new Engineering Design Operation Plan. The current cell will work the next 10-15 years. The engineer thinks that another cell could be made on the existing ground to extend the life of the landfill to 30 -40 years. A survey will need to. be completed to determine the exact boundary line between the City of Burlington and the landfill property. The board approved to proceed with the Proposal for Design and Permitting Services from  American Environmental Consulting, LLC. 3:00 PM - Shawn Franz-Dispatch Update  Annual contracts and invoices are coming in. A switch that needs to replace for the Motorola console; the State is going to loan Kit Carson County one that will be installed as  soon as possible.  BUSINESS MEETING: 3:29 PM  1. Review and Approve Consent Agenda Items  1.A Approve minutes for the January 25th - BOCC and Public Health meetings  and Accounts Payable  Dave Hornung moved to approve the January 25th minutes for Boards of County Commissioners and Board of Public Health meetings, and toj pay the. Accounts Payable in the amount of $329,020.42 and Special Accounts Payable for $11,612.00, seconded by  Stan Hitchcock. The motion passed by unanimous vote by Cory Wall.  2. New Items  2.A Appointment Letter  Adrienne Perkins - Public Information Officer (PIO)-1 lyear term  Stan Hitchcock moved to approve Adrienne Perkins to serve as the Kit Carson County Public Information Officer, seconded by Dave Hornung. The motion passed by  unanimous vote by Cory Wall. The cost of the project is estimated at $24,588.00. The annual fee for the Compass Eclipse Research System will be $1,927 starting the second year. There is an additional option Dave Hornung moved to authorize signing the AcraSearch contract to digitize the Commissioners minutes and resolutions for preservation and to allow online access of the archive effective January 1, 2023, to January 1, 2024, for project, seconded by Stan  toa add to the archive once a year at $250 plus document cost. The motion passed by unanimous vote by Cory Wall. 2.D Colorado Parks & Wildlife Impact Assistance Grant Application  The Board of County Commissioners reviewed the Colorado Parks and Wildlife Impact Assistance Grant Application. The State Wildlife total acres 368, total assessed value - $3,844.22, total mill levy for taxing acres - 71.331, with total Wildlife amount Stan Hitchcock moved to authorize signing the tax year 2022 for Colorado Parks and Wildlife Assistance Grant, seconded by Dave Hornung. The motion passed by  requested of $274.21.  unanimous vote by Cory Wall. 2.E Review Draft 2021 Audit MD&A on' Thursday.  Stan Hitchcock and Dave Hornung will meet with Lynsay Cormack to review the  2.F Blattner Energy, LLC-] Reclamation Permit Application  Gravel Pits for Bronco Plains II  The application will be filed in the Administration office.  Stan Hitchcock moved to authorize signing the return page of the Blattner Energy, LLC Reclamation Permit Application for Bronco Plains II Wind Project, seconded by  Dave Hornung. The motion passed by unanimous vote by Cory Wall. 2.G Voice Products Service - Gold Maintenance Renewal-s $3,172.55  Dave Hornung moved to authorize signing the Voice Products Service LLS Golden Maintenance Renewal Contract at cost of $3,172.55 effective March 23, 2023 through March 22, 2024, seconded by Stan Hitchcock.
