KIT CARSON COUNTY BOARD OF COUNTY COMMISSIONERS MINUTES FEBRUARY 8, 2023 The Kit Carson County Board of County Commissioners meeting began in work session at 8:00 AM. Those present were Dave Hornung, Stan Hitchcock, Cory Wall, Lynsay Cormack, and Susan Corliss. In-Person Schedule Commissioners Board Room 8:00 AM-F Pre-Department Head Meeting 8:30. AM - Department Heads Meeting Host - Clerk Susan Corliss 10:00 AM- Annual Jail Tour Sheriff Travis Belden and Sargent Glenn Phipps provided a tour of Jail for the Commissioners Stan Hitchcock, Cory Wall, and Dave Hornung. 10:30 AM-I Heather Morris-EMS Director-updates Sheriff Belden and Heather proposed a department switch of the Durango to the Ambulance Department; this vehicle has been replaced by a new' Tahoe. The lights are still in itand the ambulance service has a 800 radio base that will work ini it. The only need would be tor replace the county decal. The Ambulance Service Tahoe would be used as an intercept ALS MOU with NW Kansas is good and concerns have been worked out. MOUS for mutual aid need to be set up with Cheyenne County and Community Ambulance. Working on a grant with vehicle and Heather would drive the Durango. 10% match for a new ambulance. 11:00 AM-Jeff Cure County Attorney Kelly Alvarez gave an update on the conditions that have been met on the Bronco Plains II Project. Updates were given on the Xcel and property owners issues; hel has been in contact with differènt lawyers. The county's stand is still not to be involved in property owner negotiations, The new permit certificate will be ready for the next planning meeting; Jeff will fill out all ofthe information and send it to Susan for printing for the Board ofCommissioners: meeting. Kelly and Jeff are reviewing the applications for updates as well. The question raised on the 26 pay period overtime payout is only for Federal agencies; current processes that Kit Carson County are doing are in compliance. From a call with Stan Kimble, a court decision for Lincoln County states that ifacounty road is not on a section line, the public is not allowed to drive on1 the private property. Quotes were presented for aj pump for the lifterand a valve for the jail. Tickets for the Ferris Wheel were proposed and approved. Bids are being requested for additional cement in the FCSC Pavilion and electrical for the bathrooms. He has been working with the Carousel committee on possible stickers and items for their gift shop; it was approved to order through Dave Hornung moved to approve the purchase ofa pump for the lifter in Jail for $831.00, seconded by Stan Hitchcock. CINCH Jeans & Shirts will provide $1000 per performance for three performances, July 27-29, 2023. CINCH will get four PA announcements during each performance, two banners displayed in the arena, one 30 second commercial spot on ajumbo Tron, ifavailable, one CINCH branded flag and flag script, four premier seats at each performance and requests no competitive jeans or shirts within the series. All advertising content and banners will bej provided by CINCH.
