APPROVAL OF AGENDA CITIZEN COMMENT Evan Shockley with the Northwest Colorado Center for Independence asked about establishing reasonable accommodations for snow removal that residents within the community that have a disability can apply for, with the understanding that there are logistical limitations, and asked to work together. Liquor License Renewal for Cofa Coffee LLC dba Cofa Coffee; Tavern; Jaron Atwell; located at 40 Cove Boulevard C3, Dillon, CO (Clerk). The Sheriff's report indicated no record of negative information on the establishment and stated no reason to First Amendment to Recreational Trail Easement Agreement between Summit County and Straight Creek Ponds Owners' Association, Inc.. Approved as Presented; and Approval of Board of Review Reappointments. Waters to approve the Consent Agenda, items A-F, as presented. MOTION PASSED UNANIMOUSLY BY THE BOARD PRESENT VII. PUBLIC HEARING A. PLN24-014 Development Agreement, Red Tail Ranch. Simon Corson gave a digital presentation including but not limited to background, vested property rights, and the proposal. He noted that staff recommends approval with four findings and no conditions. Commissioner Mamula opened the hearing for public comment. Joel Mayo, representative for the applicant, gave al background to the ownership and noted the conservation, agricultural, and historical aspects of the property. He noted that the proposal would give the owners time during transition in their family to see the development through. Commissioner Mamula closed the hearing for public comment. MOTION: A motion was made by Commissioner Waters and seconded by Commissioner Pogue to approve Resolution 2024-37, PLN24-014 Development Agreement, Red Tail Ranch, with four findings and zero conditions. David Reynolds noted that this is the final budget amendment for 2023 and is funded by new grants and fund reserves. These funds need to be adjusted at the end of the year to make sure the County stays within reserve limits as designated by TABOR, Commissioner Mamula opened and closed the hearing without public comment.
