KIT CARSON COUNTY BOARD OF COUNTY COMMISSIONERS MINUTES FEBRUARY 22, 2023 The Kit Carson County Board of County Commissioners meeting began in work session at 8:00 AM. Those present were Dave Hornung, Stan Hitchcock, Cory Wall, Lynsay Cormack, and Susan Corliss. In-Person Schedule - Commissioners Board Room 8:00. AM- - Engie - MET Towers process.. Jeff Cure will be bringing the permits. Kelly Alvarez was in attendance to review the MET Towers applications and the new 8:30. AM- Work Session Commissioner Meeting to convene with Pledge of Allegiance Hitchcock, Ashley Hernandez, and Susan Corliss. The Pledge of Allegiance was recited at 8:50 AM by Dave Hornung, Cory Wall, Stan 9:00 AM - Ashley Hernandez- OEM- Updates & Contracts Working on better communication with the public. National Weather Service's StormReady provides spotter training and helps with weather related events. She has met with the fire departments. A meeting is being planned with CDOT that will include the Communication Center and Sheriff. Shawn Franz joined the meeting to discuss the IGA with Burlington Schools that would be in regard to the OEM and Communication Center. Their concerns will be highlighted and then sent to Jeff Cure for review. 9:30. AM-I DHS-I Monthly Financials See the Board of Human Services agenda 10:30: AM-1 Tom May-Rod Thompson- RD 30 Paving Project Tom May, Rod Thompson, and Amy Bredehoft from 4M Feeders and Scott Tovar, Road & Bridge District 2 Foreman joined the meeting to discuss the plan for the County Road 30 Project. The project is being planned in sections to keep from closing the road through the duration that may be at least a month. The blowout sections need to be addressed as soon possible by removing the powder and rebuild with clay soil to provide time to test the stability. 4M Feeders are willing to help with this process and provide the clay soil. The contribution to the project will be due upon completion. 11:00 AM-Jeff Cure - County Attorney The proposed changes in the Land Use Code were reviewed and changes were made. A revised copy willl be presented for approval at a later meeting. Chap Sponsors will be changed to Gold, Silver, & Bronze sponsors. All sponsorship funds collected or given to the Royalty must be made out to Kit Carson County as well as distributed by Kit Carson County. 12:00 PM-Lunch The Board of County Commissioners recessed at 12:10 PM returning at 1:00 PM. Those present for the afternoon session were Cory Wall, Dave Hornung, Stan Hitchcock, Todd Holmes, Lynsay Cormack, and Susan Corliss. 1:00 PM- Todd Holmes-T IT- Sheriff Cruiser Tuff Books Presentation oft the purchase order request for the Tuff Books that are needed for the patrol vehicles. Multi-factor identification for county emails was discussed because the requirements for the insurance purposes. 1:301 PM-A Abbey Mullis Assessor- Staffing Updates The Board of County Commissioners did not approve a salary request for a possible new employee. 2:001 PM- Collin Koop -Update on Grounds A bid was presented for the lights on the northside of the grandstands and track. Bids are being gathered for the Farm Credit of Southern Colorado Show Pavilion cement work for the bathroom project and in the building. Applications are coming in for summer help. He will be on vacation March 9-19. Grandstand & Track Lights Dave Hornung moved to award the bid for the replacing the lights on north side of the grandstands and the track to Daniel Electric at the price of $11,150.00, seconded by Stan Hitchcock.
