KIT CARSON COUNTY BOARD OF COUNTY COMMISSIONERS MINUTES MARCH 1, 2023 The Kit Carson County Board of County Commissioners meeting began in work session at 8:00 AM. Those present were Dave Hornung, Stan Hitchcock, Cory Wall, Lynsay Cormack, and Susan Corliss. In-Person Schedule Commissioners Board Room 8:00 AM - Work Session Commissioner Meeting to convene with Pledge of Allegiance Hitchcock, Lynsay Cormack, and Susan Corliss. The Pledge of Allegiance was: recited at 10:31 AM by Dave Hornung, Cory Wall, Stan 10:30 AM-I Public Hearing. Draft 2023 Supplemental Budget Dave Hornung moved to call to order the Public Hearing for the 2023 Draft Supplemental Budget at 10:34 AM, seconded by Stan Hitchcock. The motion passed by unanimous vote by Attendance for the Public Hearing: The Board of Commissioners, Administrator Lynsay Cory Wall. Cormack, and Clerk Susan Corliss. One member of the public - Katie Griffin. The draft supplemental budget was reviewed with no public comment. The motion passed by unanimous vote by Cory Wall. 11:00 AM-Jeff Cure- County Attorney Discussion was held on adding a section on Battery Storage to the current Land Use Code. Next week Jeff will line up appointments with Dave Churchwell and Brad Haight to hear their opinions on battery storage. This change will also have an impact on thel Land Use Fees. Those present for the afternoon session were Cory Wall, Dave Hornung, Stan Hitchcock, Collin Koop, Danny Garcia, Lynsay Cormack, and Susan Corliss. 20220301 Board of County Commissioners- Minutes 1Page 1:00 PM - Collin Koop- Grounds & Buildings Update Danny Garcia, ADEPT Concrete Ltd., presented his bids for the concrete work in the Farm Credit of Southern Colorado Show Pavilion and the Annex parking lot. He explained the process that would be done to mill out the existing parking lot and have it inspected. The millings would be worked into the soil and packed with special equipment before the concrete would be poured with a fast setting flow fill demobilization product between the foundation and existing sidewalks. Bids fort the concrete floor addition in the Farm Credit of Southern Colorado Show Pavilion were opened but no award of contract was given at this time: ADEPT Concrete Ltd. $92,940.51 Witzel Construction Inc $49,782.00 Aeschliman Construction $40,200.00 Bids are still being collected for the Annex parking lot and Farm Credit of Southern Mike Blecha, Kinnon Entertainment, joined the meeting to present a proposal for a audio system upgrade for the grandstands, arena, livestock show area, and LED screen. After the presentation, the Board of County Commissioners requested that a new bid without the LED screen and having two separate systems fort the Farm Credit ofSouthern Colorado Show Pavilion Colorado Show Pavilion bathrooms. and the Grandstand/Arena instead ofa connected system be presented.
