KIT CARSON COUNTY BOARD OF COUNTY COMMISSIONERS  MINUTES APRIL 19, 2023  The Kit Carson County Board of County Commissioners meeting began in work session at 8:00 AM. Those present were Dave Hornung, Stan Hitchcock, Cory Wall, Chris Haas, Kelly  Alvarez, Susan Corliss, and Theresa Korbelik.  Commissioner Meeting to convene with Pledge of Allegiance Hitchcock, Chris Haas, Kelly Alvarez, Theresa Korbelik, and Susan Corliss.  The Pledge of Allégiance was recited at 8:00 AM by Dave Hornung, Cory Wall, Stan  In-Person Schedule - Commissioners Board Room 8:00 AM- Chris Haas - Subdivision Exemption  Bronco Plains Wind II, LLC Operations & Management Building SW4 Section 12, Township 9 South, Range 51 West, approximately 2 acres The Planning Commission did an email vote to approve the Subdivision Exemption. Chris Haas reviewed the project progress; noting that he will schedule a monthly update meeting. Kelly Alvarez explained the process for this type of building site: Subdivision Exemption, then Dave Hornung moved to approve Subdivision Exemption Permit #23- 001 for Bronco Plains Wind II, LLC Operations & Management Building located in the Southwest Quarter of Section 12 Township 9S Range 51W consisting of 2 acres more or less, seconded by Stan  al Land Use Change to Commercial, and then septic application. AM- Collin Koop Grounds & Buildings  Bids were presented for the concrete pad for the Public Health mobile unit carport but the board felt that the project should be advertised for two weeks for bids. No disclosure of the current bids will be made at this time. The plumbing inspector has made changes to the A bid was received for the new signage for the. Annex building from Kustom Signs in the amount of $847.00 for a single sided 4x8 sign. No additional bids were received. Kinnon Entertainment is planning on installing the sound system at the fairgrounds the week of May 15-1 19. The plan is to bore the crossing under the arena. On Thursday at 1:30 p.m., the bids for the HVACwill be opened by the ICE representative with Collin. The Soil Conservation District trees arrived. last week. Any concerns between meetings should be shared with Keith Sheffield and Brent Wellik.  Discussion was held on the road routes and crossing into Lincoln County.  Kelly Alvarez reported that the Bronco Plains II permit conditions have been met. The documents of all the permits and conditions were: returned to the Clerk & Recorder's office for  filing. Bronco Plains II  Next Era presented all oft the documentation that the conditions toi their wind project permit have been completed. Those present for the afternoon session were Cory Wall, Dave Hornung, Stan Hitchcock, Theresa  Korbelik, and Susan Corliss.  1:00 PM-Justin Crisp-Drainage on County Rd V-7 Town of] Flagler This appointment will be rescheduled at a later meeting. 1:30 PM-Jim Keehne Potential IGA on Land Use  A proposed Cooperative Planning Agreement - 3 Mile Plan was presented for review by the Board ofCounty Commissioners and County Attorney JeffCure. The City of] Burlington is required to have a comprehensive plan and a 3-mile plan with the county to apply for DOLA grants. The public hearing process would be different and possibly slow down the county Land Use processes in the 3-mile area. The agreement will be reviewed during the next week to be  discussed in detail at the next meeting. BUSINESS MEETING: 3:20 PM  1. New Items  2.ASAMS.goy. - Corrected Letter of Appointment  Dave Hornung moved to authorize signing the SAMS Signatory Authority with the addition of dba Kit Carson County to the organization name and appointment ofTheresa Korbelik as. Administrator, seconded by Stan Hitchcock. The motion passed by unanimous  vote by Cory Wall.  3. Purchase Orders  3.A PO#23-00392 - CCTV Security Pros =  16 Channel High Def] Digital Video Recorder $2,039.97  Dave Hornung moved to approve. PO #23-00392 for the Sheriff Department to CCTV Security Pros for 16 Channel DefDigital Video Recorder totaling $2,039.97, seconded by  Stan Hitchcock. The motion passed by unanimous vote by Cory Wall.  FYI: Additions:  Court Security Grant  The Court Security Grant is now an electronic process that is complete by Sheriff Travis Belden and. Administrator Theresa Korbelik. A summary ofthe grant application was presented. Stan Hitchcock moved to approve the Court Security Grant application for July 2023 through June 2024, seconded by Dave Hornung. The motion passed by unanimous vote by Cory  Wall.
