KIT CARSON COUNTY BOARD OF COUNTY COMMISSIONERS MINUTES APRIL: 26, 2023 The Kit Carson County Board of County Commissioners meeting began in work session at 8:00 AM. Those present were Dave Hornung, Stan Hitchcock, Cory Wall, Susan Corliss, and Theresa Korbelik. In-Person Schedule- - Commissioners Board Room 8:00 AM- Work Session 9:00 AM-Collin Koop - Grounds & Buildings Update There is a need to trench a cable, which will be buried inside a conduit, from the maintenance shop at the fairgrounds to the Farm Credit of Southern Colorado Show Pavilion for Internet; this should improve the service for the pavilion and the ticket booth. Drainage between the building and the electrical connection box by the beef barn were discussed; Collin isv working a plans for both. Willdan is rèquesting a walk through the building to provide documentation on the Samsung units that were installed. Their purpose is to get a settlement and reimbursement. Collin has concerns SO the discussion will continue during the county attorney time. Only one bid was received for the HVAC unit updates and relocation, ICE rejected thel bid because there were no comparisons. Witzel Construction submitted al bid on the concrete for the carport at the Annex bids will be reported when all are received and the project isi ready to start. 9:30. AM - Abbey Mullis- - New Hire Discussion was held on an application presented by Abbey and Lana Mireles for the open position in the. Assessor's Office. It was determined that the position would: need to be advertised for two weeks on the county webpage and on the county Facebook page. The job description with starting date of. June 1st. Commissioner Meeting to convene with Pledge of Allegiance Hitchcock, Valerie Boyd, Theresa Korbelik, and Susan Corliss. The Pledge of Allegiance was recited at 9:47 AM by Dave Hornung, Cory Wall, Stan 10:00 AM- Val Boyd - Public Health and Environment- - Quarterly Meeting See the Board of] Public Health Minutes. 10:30 AM-I Retirement Party for Sue Mitchell retirement after 20 years of service to Kit Carson County. The Board of County Commissioners presented Sue Mitchell with a plaque honoring her 20230426 Board of County Commissioners - Minutés 1Page 11:00 AM-Jim Keehne - IGA Thej proposed agreement with the City ofBurlington that would involve a 3-mile plan was discussed. Attorney Jeff Cure and Kelly Alvarez were also present. Notifications in paragraphs 3 and 5 were dealing with notifying each other. Paragraph 4 has the most concerns including the possible wait of60 days for approval. It was agreed tol have the county attorney and the City of Burlington attorney work out the wording for the IGA, which would then be presented for signatures. Jim Keehne and Kelly Alvarez left the meeting at 11:42 a.m. 11:00 AM-J Jeff Cure- - County Attorney Collin Koop returned to explain the request received from Willdan. County Attorney Jeff Cure felt there were no problems that would be created if Willdan and Samsung toured the building. 12:00 PM - Lunch The Board of County Commissioners recessed at 12:10 PM returning at 1:10 PM. Those present for the afternoon session were Cory Wall, Dave Hornung, Stan Hitchcock, Todd Holmes, Theresa Korbelik, and Susan Corliss. 1:00 PM-7 Todd Holmes-1 IT- Web-site Accessibility State statute now requires additional ADA accessibility for online access of the county website for the seeing impaired. Quotes are being gathered to process all of the documents already on the website. The estimated cost is $3,500.00 for the first year because of all the documents already online; in future years there will hopefully be less. 1:30 PM- Royce Walters Gravel Pit- Elsie Jean Walters Trust research will be done and continued to the next meeting. Discuss was held on the current rates the county pays for gravel. Assessor Abbey Mullis helped with providing documentation oft the amount of gravel report for the Beeson Pit. Further 2:00 PM - Heather Morris - Staffing There will be a change in the staffing while an employee may be out long term. 2:40 PM- SheriffTravis Belden and Deputy Wyatt Bishop An update was made on the longhorn cattle North ofBethune. Review and Approve Consent Agenda Items 1.A Approve minutes for the April 19-E BOCC, Board ofl Human Services and Board of Public Health, Payroll, and Accounts Payable Stan Hitchcock moved to approve the April 19th minutes for Board of County Commissioners, Board of Human Services, and Board of Public Health, to pay the Accounts Payable in the amount of $126,724.57, and Payroll in the amount of $390,533.80, seconded by Dave Hornung. The motion passed by unanimous vote by Cory Wall. 4. Purchase Orders 4.A PO#23-00393. - DHE - Antennas for Sheriff Dept- $1,724.32-IT Dave Hornung moved to approve. Purchase Order #23-00393 fort the ITI Department to DHE for Sheriff Department Antennas totaling $1,724.32, seconded by Stan Hitchcock. The motion passed by unanimous vote by Cory Wall. FYI: Additions: March HUTF The Board of County Commissioners reviewed the March HUTF reports and money from the State providing the county with a total of $218,984.95 for the month of March, which is a decrease of $40,110.30 from March of 2022, for a Year-to-Date total of $588,930.81. 3:52 PM - Fair Board Member - Raymond Dobler Question about the bathroom design for the Farm Credit of Southern Colorado Show Pavilion bathrooms. The Board of County Commissioners confirmed that there would be men's and women's bathrooms with several closed stalls and a one "family" bathroom that will have a locking door.
