KIT CARSON COUNTY BOARD OF COUNTY COMMISSIONERS MINUTES MAY3,2023 The Kit Carson County Board of County Commissioners meeting began in work session at 8:00 AM. Those present were Dave Hornung, Stan Hitchcock, Cory Wall, Susan Corliss, and Theresa Korbelik. In-Person Schedule- Commissioners Board Room 8:00. AM - Work Session 9:30 AM- Collin Koop Grounds & Buildings A second bid was received from FastSigns for the new Annex sign at a cost of $768.00. The Board of County Commissioners approved the proof with a different image of wheat and approved continuing with FastSigns. Materials for the RV remodel are being ordered; these items and the time will be paid for by the Mobile Behavioral Health funds. Willdan did not come to tour the building. Kinnon Entertainment will be starting on the fairgrounds sound system on May 15th. Bids will be requested for three additional concrete projects at the fairgrounds: Farm Credit of Southern Colorado Show Pavilion under the swamp coolers and under the doors, and a walking path connecting the pavilion with the Carousel Park. Ticket sales fort the Ferris Wheel will be done by the Sheriffs Department withi the commissioners as backup. Thei repairs for the courthouse HVAC are basically in the process ofs starting over ont the bidding process; which could mean the work would go into the colder months. The primary and secondary roads map for the county are still being updated by the commissioners and Road & Bridge crews. When the map is ready, the information will be reported in an adopted resolution that would become part of Reorg that would be updated as needed every year. Two subdivision exemption possibilities were: reviewed for the direction of submission. The upgrade for the. Annex phone system almost ready to start. It was decided that one fax line for each department (Human Services and Public Health) will be the most cost effective. Discussion was held on the PDF remediation project to make the website ADA compliant. It was decided to check on the archive project for the Board of Commissioners minutes to see ift the documents will be compliant. 1:30 PM - Ashley Hernandez- - Emergency Management EMPG-1 LEMS 1st QUARTER. ACTIVITES REPORT The EMPG- LEMS Part 1 Grant Activities Work Plan for the 1st Quarter of 2023 have been uploaded to the new online filing system. A copy of the report was presented for official Work has started for al live training activity this summer before school starts. Training and work continues on active shooter situations including an "I Love You Guys" training on reuniting children and parents. Shawn and Ashley will be meeting with Alec of KNAB on bringing back Emergency Service Announcements (ESAs). Better communications with the Kansas State road crews continues. Thej proposed process in the calculation of Real Property taxes would complicate the assessment and taxation processes. The impact for Kit Carson County and other small counties would be detrimental. Their state associations will be in full opposition of both bills. Heather Morris - Staffing Update An update on an additional paramedic that would like to be added to the staff.
