KIT CARSON COUNTY BOARD OF COUNTY COMMISSIONERS MINUTES JUNE 21, 2023 Commissioner Meeting to convene with Pledge of Allegiance The Pledge of Allegiance was recited at 8:05 AM by Dave Hornung, Cory Wall, Stan Hitchcock, Collin Koop, Kelly Alvarez, Brian Mueller, Lucas Moore, John Geiger, Theresa Korbelik, and Susan Corliss. In-Person chdule-Commisioner: Board Room 8:00 AM-] Kelly Alvarez Batch Plant BOARD OF ADJUSTMENT DECISION Board of Adjustment decision was made following the Planning Commission meeting on June 20th. A requested variance of Section 4- 303.A.2 Site Planning Standards Setbacks was granted as a variance on the setbacks to be 100' from edge of the County Right-of-Way (45' from the center of the county road and section lines) per the request oft the landowner. 2.A Land Use - Colorado Power Pathway Batch Plant Section 1, Township 6 South, Range 51 West Conditions that need to be completed prior to construction of the batch plant are as 1. Road Use. Agreement and Bond that will be needed; a template of the agreement will 3. At third condition was discussed at the Planning Commission meeting concerning some of the approaches; the documentation was, provided to Kelly at the BOCC Davel Hornung moved to approvel Land Use. Application Permit #23-007 for Colorado Power Pathway Batch Plant applying for a land use change to Industrial for the property located in the Southwest Quarter of Section 1 Township 6S Range 51W for thel batch plant with two conditions as listed and a variance of a 100' setback instead of the 500' per the landowner's request, seconded by Stan Hitchcock. The motion passed by unanimous vote Dave Hornung moved to confirm that all conditions for the Colorado Power Pathway permit issued on September 21, 2022, have béen met for approval of the project to begin, seconded by Stan Hitchcock. COLORADO POWER PATHWAY CONDITIONS MET SW4 of Section 23, Township 7 South, Range 43 West Dave Hornung moved to approve Subdivision Exemption Permit #23-002 for Rusty Montoya and Rex Perkins located in the Southwest Quarter of Section 23 Township 7S Range 43W consisting of 2 acres more or less for a single-family residence that has been issued an address of 26116 County Road 53, seconded by Stan Hitchcock. The motion passed by unanimous vote by Cory Wall. 20230621 Board of County Commissioners - Minutes 1Page 9:00 AM- Collin Koop - Grounds & Buildings Bids for internet cable conduit trenching from the District 1 Shop to the Farm Credit of Southern Colorado Show Pavilion were presented. (list) A temporary fence will be put up to protect the new septic system and leach lines. Most of the speakers have been installed for the new fairground sound system. LED lights have replaced the old ones in the barns - beef and both horse barns; work continues on the LED replacement in the Quilts/Open Class and 4-H buildings. The breakers in the pavilion lean-to have been replaced. The update of the stage runners will be done during the winter; it will be okay to use this year. Trenching Bid Cory Wall. Dave Hornung moved to award thei trenching bid to TD Underground tol bury a 1" conduit at a cost of $2,575.00, seconded by Stan Hitchcock. The motion passed by unanimous vote by The Treasurer has requested to have a drop box for payments. Discussion was held on the service that this would provide for the community. It was agreed that it would be confusing to have more than onel box. The box for elections will be opened year round and a security system for the pickup will be developed. Susan Corliss will take care of an agreement between the offices on the drop box that will bei reviewed by the county attorney. An update was given on the towing case. The County Road Map - is ready just needing a final review. A resolution will be needed to add it to the webpage and make it available to the public. The weather related road damages and the declaration of an emergency was discussed. 12:00 PM-Lunch The Board of County Commissioners recessed at 12:00 PM returning at 1:00 PM. Those present for the afternoon session were Cory Wall, Dave Hornung, Stan Hitchcock, Carol Stewart, Richard Miller, Theresa Korbelik, and Susan Corliss. 1:00 PM- Carol Stewart Parking Lot for Courthouse Carol Stewart and Richard Miller requested that parking bumpers be added on the south side oft the courthouse parking lot. There have been issues over the years with parking on the grass and bumping the fence on the personal property. Collin Koop will find out how many cement parking bumpers are available and install them on the parking lot. 20230621 Board of County Commissioners - Minutes 2/Page 1:30 2:30 PM- Todd Holmes Fair Shirts An order for the additional staff t-shirt for the fair was presented to order for new employees and replacement as needed for this year and future years. There is a problem with group text messaging; Todd did testing and it looks like a problem between the Viaro carrier and First Net phones. Walk-In Greg Etl -] DOLA Stopped in to see how things were going. He was in support of thel Emergency Declaration for the roads and concerns with the Flagler Reservoir. 2:00 PM- Shawn Franz- Central Square Proposal A quote for the lightening damage on the Bethune Tower equipment was received from Complete Wireless; this will be presented as purchase order next week. The Burlington Police Department is interested in using CAD to have live connection to the Communication Center information. The cost for five liçenses annual agreement will be $795.20. The quote from Centralsquare was submitted for aj purchase order next week. 3:00 PM - Ashley Hernandez - OEM-1 Flooding Ben Meier, Colorado Parks & Wildlife, gave an update on the water and dam situation at the Flagler Reservoir. At the peak oft the flow, the water was 1'i from the top of the dam with it dropping to5' below the top as of Wednesday. There are five homesteads that are on standby for evacuation due to storm predictions yet. BUSINESS MEETING: 4:30 PM 1. Additions: May HUTF Report The Board of County Commissioners reviewed the May HUTF reports and money from the State providing the county with a total of $240,810.10 for the month of May, which is an increase of $50,107.63 from May of 2022, for a Year-to-Date total of $1,122,997.26.
