KIT CARSON COUNTY BOARD OF COUNTY COMMISSIONERS MINUTES JUNE 28, 2023 The Kit Carson County Board of County Commissioners meeting began in work session at 8:00 AM. Those present were Dave Hornung, Stan Hitchcock, Cory Wall, Theresa Korbelik, and Nancy Gilley. Susan Corliss was absent. In-Person Schedule - Commissioners Board Room 8:00 AM - Work Session 9:00 AM- Collin Koop Grounds & Buildings The concrete parking stoppers have been placed in the Courthouse public parking lot along the south edge to help prevent people from encroaching on private property. The ice stockpile has begun for fair week. Benches at the fairgrounds and carousel park will be rearranged and a new one willl be added. The electrical work int thel bathroom for the Farm Credit of Southern Colorado Show Pavilion has passed inspection. Lights and sound are nearing completion as well, updates are on schedule. The camper area needs elevated, and the rodeo arena needs some sand brought in tol help with drainage and leveling. The Department ofHuman Services Ford passenger van will be traded in on something more reliable ini the snow and mud. 9:30 AM - Heather Morris - New Hire Applications were reviewed with the BOCC. After a discussion on each one, Heather will be offering the open position to one of them. Other staffing issues were discussed and a solution was established. The Ambulance fair giveaways are ready, ice packs and sling bags. The Pledge of Allegiançe was recited at 10:00 AM by Dave Hornung, Cory Wall, Stan 10:00 AM : Jennifer Gribble - Evaluation - See Department of] Human Services Minutes Commissioner Meeting to convene with Pledge of Allegiance Hitchcock, Jennifer Gribble, Theresa Korbelik, and Nancy Gilley. 10:30 AM- - Karen Dusatko - Fair Discussion was held on al lack off follow through with one oft the evening fair events. Cory will try to reach out to them and get this finalized SO the payment voucher can be completed in time. 11:00 AM - Kelly Alvarez Solar Stone Permit Fee Solar Stone has expressed concerns with the increase in solar/battery fees that were approved by the Board of County Commissioners at the beginning of the year. Phase I was approved with conditions by Planning and Commissioners in November 2022 however, Solar Stone has yet to complete all of the requirements of Phase It to be able to move on to Phase II. Thej project was estimated to cost Solar Stone $90 million dollars sO the increase of fees should not be an issue as they are minimal when compared to the project cost. Review and Approve Consent Agenda Items 1.A Approve minutes for the. June 21st- BOCC, DHS, & PH, Payroll, and Accounts Payable Dave Hornung moved to approve the June 21st minutes for Board of County Commissioners, Board of Human Serviçes, and Board of Public Health to pay the Accounts Payable in the amount of$117,059.44 and Payroll in the amount of$393,038.71, seconded by Stan Hitchcock. The motion by unanimous vote by Cory Wall. 2. New Items 2.A CAD License MOU with City of Burlington Police Department- Dispatch This item was tabled. 3. Resolutions 3.A REVIEW - Resolution 23-048. - Disaster Declaration for Flood Damage - OEM Stan Hitchcock moved to amend Resolution 23-048 to extend the Declaration of Flood Damage for seven days, seconded by Dave Hornung. The motion passed by unanimous vote by Cory Wall. 3.B Resolution 23-049. - Cancel Tax Lien Sale Certificate Stan Hitchcock moved to adopt Resolution 23-049 to Cancel Tax Lien Sale Certificate Number 2019-00084 of Real Property that was wrongfully sold at tax sale owned by Lucille H. Woodson refunding $51.77, seconded by Dave Hornung. The: motion passed by unanimous vote by Cory Wall. 4. Purchase Orders 4.A PO#23-00420 Amazon Lenovo ThinkPad Gen 2-$929.00-IT Dave Hornung moved to approve Purchase Order #23-00420 for the IT Department to Amazon for a Lenovo ThinkPad Gen 2 totaling $929.00 to be used for the Department of Human Services bookkeeping, seconded by Stan Hitchcock.
