KIT CARSON COUNTY BOARD OF COUNTY COMMISSIONERS MIINUTES JULY 5, 2023 The Kit Carson County Board of County Commissioners meeting began in work session at 8:00 AM. Those present were Dave Hornung, Stan Hitchcock, Cory Wall, Susan Corliss, and Theresa Korbelik. In-Person Schedule - Commissioners Board Room 8:00 AM - Work Session 8:30. AM-1 Dana Foley CTSI-5yr Loss Analysis via Zoom The CAPP Loss Ratio for Kit Carson County is .65 (average over five years); which is really good. Kit Carson County had $166,603 in claims compared to the pool claims of $9,379,657. Points toi improve having claims would include a training on defense driving. The CWCP Loss Ratio is. .44 average for the past five years. This is used to determine the annual contribution to the fund. Last year there were 798 claims covered by the pool for full & part time employees, elected officials, board members, statutory and non-statutory volunteers with) Kit Carson County having onlys six claims. Kit Carson County had $29,906 in claims compared tot the pool claims of $5,223,198.. Points to improve having claims would watching for water pooling areas that should be fixed to decrease slips and falls in the winter months. Commissioner Meeting to convene with Pledge of Allegiance Hitchcock, Darlene Carpio, Theresa Korbelik, and Susan Corliss. 9:30. AM - Darlene Carpio - Update from Ken Buck's office The Pledge of Allegiance was recited at 9:19 AM by Dave Hornung, Cory Wall, Stan Topics discussed were the recent storms in the northeast region of Colorado. It was found out the FEMA claims are separate if the storms are more than 72 hours apart and that roads cannot be repaired before they are inspected by FEMA. The farmable CREP of the South Fork isp part ofai focus program as part ofc conservation. Representative Buck is sponsoring the Water Act with sponsorship from Senator Hickenlooper. Decommissioning of wind turbines was brought up at the last virtual town hall meeting. Iti is being proposed to have federal funding for decommission projects. Support oft the Back the Blue. has started to get the funding expense for police back tol local control. 10:00 AM - Collin Koop - Grounds Stateline Cornhole Tournament - Jon Chapa joined the meeting Jon Chapa requested to have a Stateline Cornhole tournament during the Kit Carson County Fair and a league event during the winter months at the Farm Credit of Southern Colorado Show Pavilion. It was agreed that Saturday, July 29th from 10:00 AM to 3:00 PM Updates were given on the pavilion bathrooms and that the 4-H bathrooms have been painted. The plaque for the Iron Horse will be presented on Thursday before the County Events would be a good time to have the tournament in the Carousel Park. and installed after fair. 20230705 Board of County Commissioners- - Minutes 1Page 10:30 AM-1 Kylee Miltenberger Royalty The sponsorship: money was discussed with some concerns about how the money was being spent. The Board of County Commissioners agreed to look into the matter. It was shared that any money that is not spent will be available to the next year's Royalty. 11:00 AM-Jeff Cure County Attorney There were no updates on the recent cases. 12:00 PM -1 Lunch The Board of County Commissioners recessed at 12:05 PM returning at 1:00 PM. Those present for the afternoon session were Cory Wall, Dave Hornung, Stan Hitchcock, Todd Holmes, Theresa Korbelik, and Susan Corliss. 1:001 PM- Todd Holmes - IT-I Printers A quote from Great Copier Service was presented to upgrade nine copiers/printers in the county offices that will: no longer be serviced following the current contracts. Four copiers have a financial buy back offer of$13,873.51. The proposed contract would be a managed system that would include the machine, supplies, services, and support at a monthly cost of$2,490.00. A request for a per machine breakdown has been made but not received at the time of the meeting. 1:30 PM- - Shawn Franz - Wage Range Discussion Discussion of the wage range for the Communication Center was held. It was agreed that the range should be adjusted. 2:00 PM - Starlight Productions Music in Carousel Park Agreement - Sound & Hospitality for Carousel Park Music-2 2023 Fair Joyce Lightle was unable to attend the meeting. Dave Hornung moved to approve the agreement with Starlight Productions to provide sound and hospitality for the Carousel Park Music during the Kit Carson Fair and Pro- Rodeo atacost of$11,000.00, seconded by Stan Hitchcock. June 30, 2024- - Sheriff Dave Hornung moved to confirm the Court Security Grant Proposal in the amount of $131,756 for two full time employees for the 2023-24 Fiscal Year grant cycle, seconded by Stan Hitchcock.
