KIT CARSON COUNTY BOARD OF COUNTY COMMISSIONERS MINUTES AUGUST 9,2023 The Kit Carson County Board of County Commissioners meeting began in work session at 8:00 AM. Those present were Dave Hornung, Stan Hitchcock, Cory Wall, Susan Corliss, and Theresa Korbelik. Nancy Gilley. joined the meeting for the purpose of Clerk to the Board at 10:30 AM. See the Board of Public Health minutes. Two of the rigs need to be worked on. KC9 has parts ordered for the AC in the back and KC12 needs the motor for the liquid springs suspension that is under warranty. The ambulance staff will be doing the work because it will be 9 months to get into Transwest; both should be repaired by Monday. She will be at trauma meeting at St. Anthony's on Monday. Update on a new hire with plans for the orange sheet next week. 11:00 AM- - Public Hearing for Land Use Fee Changes Those present for the Public Hearing were Jeff Cure, Kelly Alvarez, Dave Hornung, Stan Hitchcock, Theresa Korbelik, and Nancy Gilley. An agreement will be drawn up with Dan Cook/Solar Stone and Kit Carson County for their project that is planned for March 2024 to Residential Solar for use on-site only will be excluded. Solar projects of 100 KW or more complete Phase Ia and start Phase II. and off-site sell back to the grid will require a land use permit. 3.A Resolution 23-054- Change in Land Use Fees Amends Resolution 23-045 on March 22, 2023 3. The road map for the county has been completed. The RV park asked to close County Road 54 at County Road Wi to stop the campers from getting stuck on the trail. Those present for the afternoon session were Cory Wall, Dave Hornung, Stan Hitchcock, Theresa Korbelik, and Susan Corliss. 1:00 PM- Collin Koop Grounds & Buildings The fair review will be taken to the Fair Board Meeting tonight by Collin. The final bill for the pavilion bathrooms was presented and explained. Welding projects for the winter are planned with R&B District 2 building additional poultry cages and updating the rabbit cage bases. R&B District 3 will be building a trailer with mounts for storing and hauling the panels at the fairgrounds. Signage for the 4-H trailer parking will be made also. A request was made toj purchase 4 to6ofthe 65"x24' panels to use on the track. 1:30 PM -1 Brian Bogle - Quarterly Hospital Update An update was given on the hospital finances including improvements to the facilities. Plans are being started to change the ER intake that would allow for a triage area and better security for the hospital. The panic buttons throughout the hospital have been updated already. Aj presentation was given on the Enterprise Fleet program. The board will talk to the local 2:001 PM-L Larry Caster Enterprise Fleet dealerships before reviewing this further. 2:30 PM - Sheri Rider - 2024 Royalty The National Western Stock Show has made changes to their royalty program that will now only allow participants that are 15 years and older; this will exclude the princess. This has been a really good training and team building event. Sheri always attends this event with the girls and plans to take the princess to have the experience also. Discussion was held on the fundraising and sponsorship of the royalty. Donations will be accepted and all donations go through Kit Carson County. The gift donations of banners and jackets will continue as in the past. BUSINESS MEETING: 3:48 PM 1.
