KCCBOCC - BOARD OF COUNTY COMMISSIONERS MINUTES AUGUST 30, 2023 The KCCBOCC - Board of County Commissioners meeting began in work session at 8:00. AM. Those present were Dave Hornung, Stan Hitchcock, Cory Wall, Susan Corliss, & Theresa Korbelik. In-Person Schedule - Commissioners Board Room 8:00. AM - Work Session 9:00 AM- - Ashley Hernandez- Emergency Manager Budget scheduled on September 20th for discussion with the state departments. 9:30 AM-I Mike Kruger - Fees for Large Scale Solar The 2024 budget worksheet was presented. A meeting about the Flagler dam will be AI meeting via Zoom was held to discuss the changes in the Land Use Fees. He was not aware on the last resolution that states the permit fees are due at the start of construction. Additional questions were discussed tol help understand the process on both sides. Discussion was held on the upcoming Recall Protest Hearing for the Bethune School. 12:00 PM-] Lunch The Board of County Commissioners recessed at 12:05 PM: returning at 1:00 PM. Those present for the afternoon session were Cory Wall, Dave Hornung, Stan Hitchcock, Theresa Korbelik, and Susan Corliss. 1:30 PM- Heather Morris- - UCI Health Training Contract The agreement with UC Health-Memorial Hospital in regards to the EMS Outreach Program was presented. There is still an opening in the department as Christopher Gramm has decided to remain as a reserve. She will be applying for a Create Grant to send Tawnya Jones tol EMSAC State Conference for additional training. Updates oft the repairs of KC12 and KC9; both are: now working. The hiring process will continue with a planned starting date of September 11. The hiring bonus will be in place to pay the first half at the end of October. Discussion was held on the beginning of the dispatch and the Burlington town sirens. BUSINESS MEETING-2:48 PM 1. Review and Approve Consent Agenda Items 1.A Approve minutes for the August 23rd - BOCC & DHS, and Accounts Payable & Payroll Dave Hornung moved. to approve the August 23rd minutes for Board of County Commissioners and Board ofl Equalization, and to pay the Accounts Payable in the amount of $604,579.48 and Payroll in the amount of $389,863.86, seconded by Stan Hitchcock. The motion passed by unanimous vote by Cory Wall. 2.A Coordinated Election IGAs-School Districts 2. New Items Susan Corliss, County Clerk and Recorder, presented the ntergovermental Agreements (IGA's) between Kit Carson County and the following schools: Burlington School District RE-6J, Bethune School District R-5, Stratton School District R-4, Hi- Plains School District R-23,Arriba-Flagler CSD: #20, Liberty School DistrictJ4, and Idalia School District RJ-3 for the 2023 Coordinated Election. Five schools have pending board elections and one will have a mill levy question at this time. There will be a recall election Stan Hitchcock moved to authorize signing the IGA's with the Burlington School District RE-6J, Bethune School District R-5, Stratton School District R-4, Hi-Plains School District R-23, and Arriba-Flagler CSD #20, Liberty School District J4, and Idalia School District RJ-3 for the 2023 Coordinated Election, seconded by Dave Hornung. The on the Bethune School Board ballots as well. motion passed by unanimous vote by Cory Wall. 2.B Vince's GM Quote 2023 Pickup - $41,871.00 - Road & Bridge District3 3 Dave Hornung moved to authorize the purchase of the 2023 GMC Pickup for Road & Bridge District 3 from Vince's GMC Center in the amount of $41,871.00 following the cancelation of the order that was placed on January 4, 2023, following the bid process, seconded by Stan Hitchcock. Ift they did not arrive in time for the mowing season, the payment would bej part of the 2024 budget. The mowers were delivered and usable during the summer of2023. Dave Hornung moved to authorize the purchase oft two 2023 New Schulte HX 1500 Mower/Batwing with flex arm for Road & Bridge District 1 and District 3 from Case IH- Central Plains Equipment in the amount of $75,900 each for a total of$151,800, seconded by Stan Hitchcock. Monthly Reports Reports were reviewed with Colorado Counties Casualty and Property showing $14,530 in claims for Kit Carson County. The loss analysis from County Workers' Compensation Pool has Kit Carson County showing $23,238 in claims. 4. Purchase Orders 4.A PO#23-00434- - Lenovo 11QE Desktop Computer x 7 for Sheriff Office - $4,268.04-IT Stan Hitchcock moved to approve Purchase Order #23-00434 for IT for the Sheriff's Office to Amazon Capital Services for seven Lenovo 11QE Desktops totaling $4,268.04, seconded by Dave Hornung.
