KCCBOCC-1 BOARD OF COUNTY COMMISSIONERS MINUTES SEPTEMBER 6, 2023 The Board of County Commissioners: meeting began in work session at 8:00 AM. Those present were. Dave Hornung, Stan Hitchcock, Cory Wall, Susan Corliss, and Theresa Korbelik. In-Person Schedule - Commissioners Board Room 8:00 AM - Work Session 9:00 AM- Collin Koop - Grounds & Building Update Discussion was held about the Carousel with an explanation of the annual fire inspection that is done each year. A walk though was done with the HVAC team for the update courthouse project. The plan is for the project to start in the beginning of October with the 4 -5 man crew working 12-hour days Tuesday, Wednesday, and Thursday. The project is planned to take two months. A request for card access for these workers has been made; a background check will be required. The trip to the Colorado State Fair allowed time to visit with the carnival. They explained that 2020 caused many oft the small carnivals that would cover small fairs to close, SO the plan of doing small activities is about all there is right now. Commissioner Meeting to convene with Pledge of Allegiance Valerie Boyd, Theresa Korbelik, and Susan Corliss. Thel Pledge of Allegiance was recited at 9:40. An appeal of the Board of Equalization's decision has been appealed. 11:00 AM-Jeff Cure - County Attorney CORA requests and the process were discussed. Solarstone Limited Contract Dave Hornung moved to authorize signing the Letter Agreement with Solarstone Limited agreeing the fee of $180,000 based on their November 16, 2022, application that will be due prior to final approval of the conditional use permit of Kit Carson Solarstone I, LLC, but no later than June 30, 2024, seconded by Stan Hitchcock. Purchase Order #23-00438 was discussed for the topper shell and toolbox. 1:30 PM- Shawn Franz-Dispatch-CAD for Burlington Police Department The agreement with the City of] Burlington was presented with the Purchase Order#23- 00439 for the installation and annual fee for the CAD program that will help the Burlington Police Department communicate with Dispatch. An orange sheet for a new hire was presented. 2:00 PM - Brandon Beechley (late appointment) 2:30 PM - Eric Ziegler - Bethune Stop Sign This appointment was cancelled by Mr. Ziegler. A staff update was given. The new hire requirement of drug testing was discussed with Sheriff Travis Belden. It was agreed that there will be only one contract with DACT for new hire testing. Review and Approve Consent Agenda Items 1.A Approve minutes for the August 30th-I BOCC, PH & DHS, and Accounts Payable Correspondence: Burlington School District 1 information on athletic passes Dave Hornung moved to approve the August 30th minutes for Board of County Commissioners, Board of Public Health, and Board of Human Services to pay the Accounts Payable in the amount of $90,085.25, seconded by Stan Hitchcock. The motion passed by unanimous vote by Cory Wall. 2. New Items 2.A Central Square Contract - City of] Burlington CAD Agreement- $4,110.20- - Dispatch Thej purpose ist to establish an understanding between' The City of] Burlington and Kit Carson County. All parties enter into the agreement to assure that the Burlington Police Department will purchase yearly subscription for CAD licenses. This agreement will include monies from the City of Burlington to provide services to the Burlington Police Department. This agreement will be updated on a yearly basis and the city will be charged the annual fee in place by Central Square. The City of] Burlington will also reimburse Kit Carson County for the initial set up fee at the time ofinstallation. Stan Hitchcock moved to authorize signing the Central Square Agreement with the City of Burlington effective September 1, 2023, through August 31, 2024, seconded by Dave Hornung.
