KCCBOCC-1 BOARD OF COUNTY COMMISSIONERS MINUTES SEPTEMBER 27,2023 The KCCBOCC - Board of County Commissioners meeting began in work session at 8:00. AM. Those present were Dave Hornung, Stan Hitchcock, Cory Wall, Susan Corliss, Theresa Korbelik. In-Person Schedule- - Commissioners Board Room 8:00 AM - Work Session 9:30 AM- Collin Koop: - Grounds & Building Update Discussion was held on the canvas cover for the stage at the fairgrounds. It would be a good idea to get aj price for replacement but it was not the plan to replace it at this time. 10:00 AM-1 Todd Holmes - IT Budget The IT budget was: reviewed. 10:30 AM. - Heather Morris - Ambulance Budget Budget review was postponed to next week. 11:00 AM-Jeff Cure- County Attorney A map was received from the City of Burlington with a 3-mile map for the agreement between the City of] Burlington and Kit Carson County. The agreement was going to the city's council for review and signing, so it will be presented when received. An update was given on the longhorn issues. 12:00 PM-Lunch The Board of County Commissioners recessed at 11:50 PM returning at 1:00 PM. Those present for the afternoon session were Cory Wall, Dave Hornung, Stan Hitchcock, Theresa Korbelik, and Susan Corliss. 1:00 PM-I Department of] Public Health & Environment - Purchase Orders Only See the Board ofl Public Health agenda and minutes. 1:301 PM - Scott Stinnett- - CSU Extension Budget Comparison was donel between the CSUI budget and the way iti fitst to the Kit Carson County budget. A correction that needs to be made in the E&R reports was found. 2:00 PM - Jennifer Gribble - Department ofl Human Services - Budget A new look was seen in the Department of Human Services budget that was presented and reviewed. The commissioners appreciated the hard work to get the budget updated. Review and Approve Consent Agenda Items 1.A Approve minutes for the September 20th - BOCC, DHS, & PH, and Accounts Payable & Payroll Correspondence: Thank yous from Lexie Wollert and the McConnell family. Dave Hornung moved to approve the September 20th minutes for Board of County Commissioners, Board of Human Services, and Board of Public Health and to pay the Accounts Payable in the amount of$165,387.01 and Payroll in the amount of$382,706.87, seconded by Stan Hitchcock. New Items 2.A Overtime Payout Request for the Jail - July 2023 to October 2023 - Sheriff Sheriff Belden's sent letter a requesting all overtime from July 2023 to October 2023 for the Jail staff to be paid out instead of offering compensatory time to staff because the Stan Hitchcock moved to authorize payment of. July through October 2023 overtime for the Jail staff, seconded by Dave Hornung. The motion passed by unanimous vote by 2.B Kit Carson County Carousel Accounting Contract - Paulette Thompson - $12,600- - jail is and was short staffed during this time. Cory Wall. Administration Dave Hornung moved to defer the contract offer from Paulette Thompson to provide accounting services for the Kit Carson County Carousel until an inj person meeting can be scheduled, seconded by Stan Hitchcock. The motion passed by unanimous vote by Cory 2.C ECCOG Enterprise Zone Marketing and Administration - 2023 Contribution $3,500 Wall. Administration Stan Hitchcock moved to authorize payment of the 2023 contribution of $3,500 to the ECCOG Enterprise Zone and Administration, seconded by Dave Hornung.
