BOARD OF COUNTY COMMISSIONERS MINUTES OCTOBER 4, 2023 The Board of County Commissioners meeting began in work session at 8:00 AM. Those present were. Dave Hornung, Stan Hitchcock, Cory Wall, Susan Corliss, and Theresa Korbelik. In-Person Schedule- - Commissioners Board Room 9:00 AM-] Heather Morris Ambulance Budget 9:30 AM- Collin Koop Grounds & Building Update The budget was presented. The Courthouse HVAC Upgrade Project has started this week. There are two workers doing prep work this week. A crew of four or five will be here on Tuesday, October 10th. Voltage protection will be installed on each unit to protect them from power lows and highs. The Kit Carson County logos willl bej put on the two new Trailblazers. Collini requested to attend the Colorado Fairs and Shows Conference in Pueblo on November 3- 4, 2023. Next year, he would like tol have Rampart Buildings prepare fee quotes for an addition to the courthouse and arodeo arena secretary office for the purpose of! budgeting in the future. Two carnivals notified the county that they are already booked during the KCC Fair & Pro Rodeo. 10:30 AM- Shawn Franz New Hire Discussions Discussion was held on five applications that have been received by the Communication Center/Dispatch. Shawn will begin the hiring process with aj possible early November start date. Ane explanation ofhow tol handle the agreement with the City ofBurlington witht the' Three- Mile Plan for notifications. He will talk to Kelly Alvarez about the process. Mike Krueger is planning a battery storage symposium in Burlington in December. Updates were given on the 11:00 AM-Jeff Cure - County Attorney longhorns, the trucks towing, and the road maps printing. 12:00 PM-Lunch The Board of County Commissioners recessed at 12:00 PM returning at 1:001 PM. Those present for the afternoon session were Cory Wall, Dave Hornung, Stan Hitchcock, Theresa Korbelik, and Susan Corliss. 1:00 PM-S Susan Corliss - Clerk & Election Budgets An updated version of the Clerk's budget was presented that will give better transparency to the different office departments. 2:00 PM-County Budget Work w/Theresa Korbelik Work session continued on the budget. Review and Approve Consent Agenda Items 1.A Approve minutes for the September 27th - BOCC & PH and Accounts Payable Dave Hornung moved to approve the September 27th minutes for Board of County Commissioners and Board of Public Health and to pay the Accounts Payable in the amount of $74,488.26 and ACH for Wex in the amount of$1757.72, seconded by Stan Hitchcock. New Items 2.A Republican River Water Conservation District Board of Directors Appointment Stan Hitchcock moved to defer the appointment of the Republican River Water Conservation District Board of Directors position to the next meeting, seconded by Dave Hornung. The motion passed by unanimous vote by Cory Wall. 2.B Stratton Cemetery Board Appointment -Jim Hake. - Administration Dave Hornung moved to appoint Jim Hake to fill a 6-year term on the Stratton Cemetery Board that will expire December 31, 2029, seconded by Stan Hitchcock. The motion passed by unanimous vote by Cory Wall. 2.C Stratton Cemetery Letter of Resignation - Walt Isenbart - Administration Stan Hitchcock moved to approve the acceptance of the resignation of Walt Isenbart from the Stratton Cemetery Board whose term would have ended on December 31, 2027, seconded by Dave Hornung. The motion passed by unanimous vote by Cory Wall. 2.D Stratton Cemetery Board Appointment - Nathan Smelker Administration Dave Hornung moved to appoint Nathan Smelker toi fill a 6-year term on the Stratton Cemetery Board that will expire December 31, 2027, seconded by Stan Hitchcock. The 2.E Letter of Support for TEAM Processing Grant Application - Administration motion passed by unanimous vote by Cory Wall. Stan Hitchcock moved to authorize signing a letter of support for the TEAM Processing Grant Application, seconded by Dave Hornung. The motion passed by unanimous vote by Cory Wall. 2.F Cooperative Planning Agreement - City of Burlington - Administration The City of Burlington is required to have a Three Mile Plan by Section 31-12-105 C.R.S. and therefore desires an input in land use decisions ofl Kit Carson County within the Burlington Three Mile Plan which is contiguous to the City of Burlington boundary. This agreement will promote orderly planning, land use and intergovernmental referrals within this three-mile plan area. The County shall refer to. Burlington land use applications ifsuch application seeks approval for property located within the Burlington Three-Mile Davel Hornung moved to authorize signing the Cooperative. Monthly Reports 3.A September Monthly Report - Veteran Service Office Dave Hornung moved to confirm signing ofthe VSO. August Report. There were 31 telephone calls, 2 emails, 15 appointments, and 6 outreach events with a total served of 14, and 7 meetings/trainings with a total 194.5 hours serving as a full time County Veterans Service Officer on the report, seconded by Stan Hitchcock. Personnel Items 4.A Orange Sheet & 61 Month Evaluation - Lukas Fehrenbach - Raise - Road & Bridge District 2 Stan Hitchcock moved to approve the Road & Bridge District 2 Raise Orange Sheet for Lukas Fehrenbach $18.27 per hour for Grade 38 and Step 00 with annual wage of $38,000.00 as a Non-Exempt Full Time Employee with! Full Benefits effective March 27, 2023, seconded by Dave Hornung. The motion passed by unanimous vote by Cory Wall. 4.B Longevity Certificate and Bonus - Frank Miller- 25 years - Road & Bridge District 3 A certificate and check were signed and ready for presentation to Frank Miller for 25 years of service to Kit Carson County with Road & Bridge District 3. Additions: Planning Commission Meetings Kelly Alvarez shared that there will probably not be a Planning Commission meeting in October because there are: no business items at this time. She requested to cancel the November and December regular meetings and schedule the next meeting for December 5th because of thel holidays. This will need to be posted and stakeholders notified.
