BOARD OF COUNTY COMMISSIONERS MINUTES OCTOBER 11, 2023 The Board ofCounty Commissioners meeting began in work session at 8:00. AM. Those present were Susan Corliss, Theresa Korbelik, Dave Hornung, Stan Hitchcock, and Cory Wall. In-Person Schedule - Commissioners Board Room 8:00 AM-PreDepartment Head Meeting 8:30 AM-I Department Heads Meeting Collin Koop host See the Department Heads meeting minutes. Commissioner Meeting to convene with Pledge of Allegiance The pledge was recited at the Department Heads meeting. 9:30 AM- Collin Koop Grounds & Building Update The plan for the Courthouse Upgrade Project is for the electricians and concrete to begin working next week. Fat Puppy Construction will be starting the pads and concrete next week; he will also build the fence and repair the drywall in the courthouse. Update on carnival connections: looking at pumpkin patch kiddie rides to see if they would be available. He is going to Akron to the carnival this weekend and will find out about pros and cons to owning the carnival. The fair committee inl Rocky Ford is working on a grant that would include a stage. 10:00 AM- Valerie Boyd - Department of Public Health & Environment See the Board of Public Health agenda and minutes. 10:30 AM-Shannon Borders Dynamic Dimensions A thank you card and pictures were presented from the DDI clients and staff. Attending the meeting with Shannon Borders were Keith, Becky, Ron, Anita, and Leann. Projects that Dynamic Dimensions Inc. is working on were shared. Turkeys and food for the holiday baskets arel being collected. The DDI Christmas with their families will be celebrated on December 10th at Old Town, they are very excited about this event and enjoying the holiday decorations. They are working on a $ 100,000 technology grant to upgrade all of the office computers and technology. The business is 100% staffed at this time. The Little Brick Creamery is currently open from 7:00 to 4:00 p.m. serving donuts, breakfast sandwiches, and deli sandwiches for lunch. 11:00 AM-Jeff Cure - County Attorney There were no items to update. Jeff will not be attending next week's meeting. 12:00 PM-Lunch The Board of County Commissioners recessed at 12:00 PM returning at 1:00 PM. Review oft the budget - some changes were: made that will be reflected in the final budget. 1:30 PM - Paulette Thompson - Carousel Accounting Details for an annual contract for accounting services for the Kit Carson County Carousel were discussed. The commissioners would like to have a monthly report that will be included with the Admin monthly report. There should be a 60 days termination clause. The accounting program will be Quicken that will be loaded on a personal computer. A contract will be written as an independent contractor for review with a starting date of. January 1, 2024. Paulette will submit ai monthly voucher for payment. BUSINESS MEETING: 2:34 PM 1. Review and Approve Consent Agenda Items 1.A Approve minutes for the October 4th - BOCC and Accounts Payable Dave Hornung moved to approve the October 11th minutes for Board of County Commissioners and to pay the Accounts Payable in the amount of $96,629.24, seconded by Stan Hitchcock. New Items 2.A Cheyenne County IGA for Dispatch Services-s $120,000- Communication Center Stan Hitchcock moved to authorize signing the Kit Carson County Communication Center Contract with terms of agreement for one year with Cheyenne County effective January 1, 2024, through December 31, 2024, for compensation of $120,000 to be split and paid in January and. June fort two extra staffmembers and 20%0 oft the expenses incurred by the Communication Center less salary, benefits, and utilities, seconded by Dave Hornung. The motion passed by unanimous vote by Cory Wall. 2.B City of Burlington IGA for Dispatch Services - Communication Center Dave Hornung moved to authorize signing the Kit Carson County Communication Center Contract with terms of agreement for one year with City of Burlington Police Department effective January 1, 2024, through December 31, 2024, for compensation of $100,000 to be appropriated equally and paid per month in advance on the first day ofeach month, seconded by Stan Hitchcock. The motion passed by unanimous vote by Cory Wall.
