BOARD OF COUNTY COMMISSIONERS MINUTES OCTOBER 18, 2023 The Board ofCounty Commissioners meeting began in work session at 8:00. AM. Those present were. Dave Hornung, Stan Hitchcock, Cory Wall, Susan Corliss, Theresa Korbelik. In-Person Schedule - Commissioners Board Room 8:00 AM- Work Session 9:00 AM- Collin Koop - Grounds & Building Update Updates on the Courthouse HVAC Upgrade Project: The electrician was here for a walk through and felt that their portion would be relatively easy. Parts of the electrical willl be subbed out to a local company. Part for the units have started arriving but no delivery date on the main Research continues on possible used rides. Washington County shared information about their rides; they have the same inspector as does the Carousel. He also provided information on inspection and types ofg good used rides. Collin will work ai financial projection for this proposal. The agronomy equipment for the CSU Extension Office may need a different storage location. units yet. ICE will invoice for the project when scheduled. Collin will get quotes for an enclosed carport. Thel last major change to these fees was in 2018. Discussion was held on the increase, whether in county or out of county made a difference. The proposed changes will be presented as a resolution next week. Glen Marciniak presented Travis Gale with the State VSO "You Rock" award. This is a Certificate of Excellence for going above and beyond the duties ofa Veteran Service Officer. The board reviewed Travis' 6-month evaluation while he was present. BUSINESS MEETING: 1:55 PM 1. Review and Approve Consent Agenda Items 1.A Approve minutes for the October 11th - BOCC, Department Heads, & Board of Public Health, and Accounts Payable Dave Hornung moved to approve the October 11th minutes for Board of County Commissioners, Department Heads, & Board of Public Health and to pay the Accounts Payable in the amount of $91,617.61, seconded by Stan Hitchcock. The motion passed by unanimous vote by Cory Wall. 2. Discussion Item 2.A Contract Review for Paulette Thompson - Administration Stan Hitchcock moved to recommend for approval the Independent Contract Agreement with Paulette Thompson to provide accounting services for the Kit Carson County Carousel pending the signatures of Paulette Thompson and Jo Downey oft the Kit Carson County Carousel Committee, seconded by Dave Hornung. The motion passed by unanimous vote by Cory Wall. 3. New Items 3.A Intrado Life & Safety Solutions Corporation Contract- E911 Mapping Services Dispatch Dave Hornung moved to authorize signing the Intrado Life & Safety Solutions Corporation contract providing the E911 mapping services of GIS data prep, position provisioning, SCC Administrator Training, and Recurring Mapping Services at a cost of $17,011.50 for the first year and $8,424.00 per year for the next four years making the contract total cost $50,707.50 effective January 1, 2024, to December 31, 2028, seconded by Stan Hitchcock. The motion passed by unanimous vote by Cory Wall. 4.A CAPP & CWCP Monthly Report - September- Administration 4. Monthly Reports Stan Hitchcock moved to confirm the September CAPP and CWCP reports as represented, seconded by Dave Hornung. Personnel Items 5.A Orange Sheet-] Lydia Bollig 61 month evaluation and raise - Dispatch Stan Hitchcock moved to approve the Dispatch Raise Orange Sheet for the 6-Month Evaluation for Lydia Bollig at $16.83 per hour for Grade 35 and Step 00 with annual wage of$35,000.00 as al Non-Exempt Full Time Employee with Full Benefits effective October 18, 2023, seconded by Dave Hornung. The motion passed by unanimous vote by Cory Wall. 5.B Orange Sheet - Travis Gale - 6n month evaluation & raise Veteran Services Dave Hornung moved to approve the Veteran Service Office Raise Orange Sheet for Travis Gale at $18.51 per hour for Grade 38 and Step 50 with annual wage of $38,500.00 as an Exempt Full Time Employee with full Benefits effective October 1, 2023, seconded by Stan Hitchcock.
