BOARD OF COUNTY COMMISSIONERS MINUTES NOVEMBER 1, 2023 The Board of County Commissioners meeting began in work session at 8:00 AM. Those present were Dave Hornung, Stan Hitchcock, Cory Wall, Susan Corliss, and Theresa Korbelik. In-Person Schedule- - Commissioners Board Room 9:00 AM-] Heather Morris Ambulance 8:00 AM- Work Session A virtual meeting with Russ and Chris from Captivate Billing LLC included questions and answers from the Board of County Commissioners about ambulance billing. The contract and Quad Billing's contract were sent to the county attorney for review. The update Ambulance Reserves list was shared noting that several of the Reserves have been hired as full-time employees. There are currently 15 in the EMT class. There is hope that some oft these will help with replenishing the reserves. 9:30 AM- Collin Koop Grounds & Building Update There is a request to have a sign posted at the courthouse with all oft the office hours; Collin will make one for the front oft the building and possibly ai metal one by the street. Replacing the cameras in the courthouse and jail was discussed with the presentation ofa bid from KUBL Group. The board requested two additional bids for the project before further discussion. Ramtech Building Systems has completed a drawing for a possible rodeo office/concession stand for the fairgrounds; they are working on one for an addition to the courthouse as well. Two proposals for the 2024 fair carnival were shared. Collin has been working on the costs involved with purchasing used rides and the extra items like utilities and how to manage the carnival. The other proposal would be similar to last year's plus adding a laser tag arena. The investment in owning would be substantial. 10:00 AM - Darlene Carpio - Congressman Buck's Office Update Questions about the recent votes of Representative Ken Buck were the start of the conversation and the board express their approval ofhis vote for the new Speaker oft the House of Representatives, Mike Johnson. The plan is to move ahead on the Farm Bill for possible passage before the end of the year; this will be the first bill to be a trillion dollars bill. She will be visiting the schools promoting an art contest the Rep. Buck will be judging in the spring. 10:30 AM-I Brian Bogle - KCCHSD Update The Kit Carson County Health Service District CEO Report for October 4, 2023 was presented. Topics covered were Security, Capital Expenditures, RHC Renovations, Rural Provider Access and Affordability Stimulus Grant Program, Strategic Plan, Service Line Development, and Financials. A grant application has been submitted and approved for replacing patient room beds and furniture and developing a cardiac rehab program. 11:00 AM-Jeff Cure - County Attorney via phone ifneeded No business this week. 20231101 Board of County Commissioners Minutes Page 10 of3 11:00 AM-K Kelly Alvarez- APEX Kelly Alvarez joined the meeting with Alex Mathews and Tim Clipfell from APEX (Singing Grass Wind Project) joined via phone to discuss the boring project that will be done by GEOTECH on the county roads and right of ways. The plan for the project is during November; the schedule will be sent when completed. They will contact 811 before starting. There is an old county gravel pit at County Roads M and 30 that the transmission line will be crossing; APEX asked about possible overhead permits. The board noted that no overhead permits were: required. The company is continuing the work on the project to be prepared fora possible selection in March 2025 since they are. listed as aj project backup bid. Land Use upcoming item - solar and storage meeting on December 1st in Burlington. Discussion of the Duke blade upgrade noted that ai new road use agreement would be needed but there has been no contact about starting the project. 12:00 PM-Lunch The Board of County Commissioners recessed at 12:15 PM returning at 1:00 PM.
