BOARD OF COUNTY COMMISSIONERS MINUTES NOVEMBER 22, 2023 The Board of County Commissioners meeting began in work session at 8:00 AM. Those present were. Dave Hornung, Stan Hitchcock, Cory Wall, Theresa Korbelik, and Crystal Richards. Susan Corliss was absent. In-Person Schedule - Commissioners Board Room 9:00. AM - Ashley Hernandez -] Evaluation 8:00 AM - Work Session There is a predicted 2-5 inches of snow, possibly starting tomorrow night. If necessary, road closures will start farther east; Thanksgiving may be the first time to test out this new plan. There is a new towing company in the Bennett area. CDOT provided some funding to build the parking lot behind the Love's Travel Shop in Bennett for added parking during road closures. The grant funding continues for the Flagler dam road; the State has opened a mitigation grant. Kit Carson County would qualify for this money, but DNR is going to apply. Iti is clear that the road needs repair but the decommission oft the dam is the focus at this time. The Pledge of Allegiance was recited at 9:32 AM. Those present were Cory Wall, Stan Commissioner Meeting to convene with Pledge of Allegiance Hitchcock, Dave Hornung, Theresa Korbelik, and Crystal Richards. 9:30 AM- Collin Koop Grounds & Buildings Colin attended the Burlington Chamber of Commerce Meeting and Burlington Fire Board meetings to promote the purchase of carnival rides and help to run them. The Chamber is interested in heading it up. Brandon Beechley expressed interest in becoming carnival coordinator, should such aj position be available. He would be needed for Thursday, Friday and Saturday and some prep work before. People on the carnival ride schedule will need safety training; with a schedule to be set mid-July to insure everyone gets trained properly. Chamber would like to use as a business opportunity to sponsor, advertise, and volunteer to work rides. In Goodland, the county has group/club that maintains the rides. Items discussed were permanent electrical hookup VS. generator, cost for city electric to be installed, there is a $10a month minimum for city electricity, and trench inl lines. Colin thinks generator is a little easier, ifi in the future if there is a need to move things around the generator is mobile. Permanent pedestals would be in the way during the off season. Iti is a3 3-inch underground water valve that releases water when the fire suppression system is triggered. It has a slow leak and would be considered a longevity fix as it is not required to be repaired to pass the annual inspection. New Items 2.A CDOT HUTF Road Report Signature Sheet- - Administration The report for the Colorado Department of Transportation states that there are 1444.430 miles of arterial streets, 679.510 miles of local streets, 2123.940 total miles of H.U.T. eligible streets, 83.140: miles ofnon H.U.T. eligible streets maintained by others, Stan Hitchcock moved to authorize signing the Colorado Department of Transportation mileage certification that has been updated with the new miles of asphalt on County Road 30 as of December 31, 2023, seconded by Dave Hornung. KCC Ambulance service will purchase a new equipped Type I ambulance and EMTS equipment including powered ambulance cot, portable 12-lead cardiac monitor, and mechanical CPR assistive device. Dave Hornung moved to authorize signing the State of Colorado Department of Public Health and Environment Intergovernmental Agreement to purchase a new ambulance through a grant in the amount $268,260.15 effective November 17, 2023, to June 30, 2024, seconded by Stan Hitchcock.
