BOARD OF COUNTY COMMISSIONERS  MINUTES JANUARY 3, 2024  Thel Board ofCounty Commissioners meeting began in work session at 8:00 AM. Those present  were Dave Hornung, Stan Hitchcock, Cory Wall, Susan Corliss, Theresa Korbelik.  In-Person Schedule- - Commissioners Board Room  8:00 AM - Work Session  Commissioner Meeting to convene with Pledge of Allegiance  The Pledge of Allegiance was recited at 10:25 AM. Those present were Cory Wall, Stan  Hitchcock, Dave Hornung, Valerie Boyd, Theresa Korbelik, and Susan Corliss. 10:30 AM- Valerie Boyd -1 Department of Public Health  See the Board of Public Health agenda and minutes.  11:00 AM-Jeff Cure - County Attorney  The final copy oft the Kit Carson County Road Policy wasj presented to adopt during Reorg next week. The policy will then become part of the annual Reorg. An update on the longhorns  was given. 12:00 PM-Lunch  The Board of County Commissioners recessed at 12:00 AM returning at 1:00 PM. Those present for the afternoon session were Cory Wall, Dave Hornung, Stan Hitchcock, Theresa  Korbelik, and Susan Corliss.  1:30 PM-C Collin Koop - Grounds & Buildings Update  Signage for the carnival ticket booth was discussed; a simple sign will work for this year. The plan is tol have all rides in Kit Carson County by the end of February, this will allow time for set up, repairs and touchups, and inspections. One of the maintenance pickups is having some problems; asked if there was a chance to switch one that might be available from Road & Bridge. The contract from Nebraska Safety and Fire Equipment was presented for 2024; this  will be added to the agenda.  2:301 PM-Heather Morris - Ambulance Reorg Changes - Call In  A request for changes in the payout format for the Reserves was reviewed in detail. The motion passed by 2.B FY24 ECCOG Outback Express Contract - Vona/Seibert- -S $6,185.67-ECCOG  unanimous vote by Cory Wall.  Stan Hitchcock moved to authorize signing thel District Service Contract with the East Central Council ofLocal Governments' Outback Express for service beginning January 1, 2024, through December 31, 2024, and to reimburse ECCOG an estimated $6,185.67 as budgeted and 50% oft the monthly transit service cost for Vona/Seibert will be reimbursed by the Vona/Seibert community following receipt ofa copy of the request from ECCOG, seconded by Dave Hornung. The motion by  unanimous vote by Cory Wall.  4. Purchase Orders  4.A PO#24-00475 Amazon - Smart UPS-S $1,218.88-IT  Dave Hornung moved to approve Purchase Order #24-00475 for the IT Department to Amazon for Smart UPS totaling $1,218.88, seconded by Stan Hitchcock. The motion 4.B PO#24-00476- Motorola Solutions Servers & Conventional Gateway - $62,176-  passed by unanimous vote by Cory Wall.  Dispatch  Stan Hitchcock moved to approve Purchase Order #24-00476 for the Communication Center to Motorola Solutions for Servers and Conventional Gateway totaling $62,176.00, seconded by Dave Hornung. Personnel Items  5.A Orange Sheet - Rusty Montoya - Raise - R&B District1  Dave Hornung moved to approve the Road & Bridge District 1 Raise Orange Sheet for Rusty Montoya at $17.31 per hour for Grade 36 and Step 00 with annual wage of $36,000.00 as an Exempt, Full Time Employee with Benefits, seconded by Stan  Hitchcock. The motion passed by unanimous vote by Cory Wall.  FYI: Additions:  Fair Board Applications  Applications from Josh Cure, Erin Henschel, Brenda Miltenberger, and Todd Tagtmeyer  were reviewed. An appointment letter was sent out for acceptance.  PRCA Rodeo 2024 Application  Stan Hitchcock moved to authorize signing of the 2024 PRCA Rodeo Approval Application contract fee of$1,300 and PCRA dues of $ 800 for the rodeo July 25,26, and 27, 2024 together with a total purse of $28,500 due at the end of the fair, seconded by Dave  Hornung. The motion passed by unanimous vote by Cory Wall.  WPRA Rodeo/Barrel Race Application  Dave Hornung moved to authorize signing of the WPRA Event Application with purse money of $3,500.00 for the rodeo July 25, 26 and 27, 2024 together with the payment of $150 due with the application that will be paid in January 2024, seconded by Stan Hitchcock. Account Correction  Stan Hitchcock moved to approve the account correction for the Department of Human Services (060) change from 0060.0500 Miscellaneous to 0060.0525 Grant Funds for Early Childhood grant funds received December 6 & 7, 2023 totaling $6,839.03 seconded by Dave  Hornung.
