Archuleta County Development Services Department ARCHULETA COUNTY PLANNING COMMISSION MINUTES Archuleta County Planning Commission Minutes, Regular Meeting February2 22,2024 The Archuleta County Planning Commission held a meeting on Thursday, March 28, 2024, at the Archuleta County Commissioners Meeting Room, 398 Lewis Street, Pagosa Springs, Colorado. Chairman Matt Nobles called the meeting to Peter Beaudry, David Pribble, Jemal Mihalik and Matt Nobles were present and Commissioner Mont McAllister was present order at 6:00 pm. Commissionersi in attendance: via Zoom, establishing: ac quorum. Staffi in Attendance: Publici in Attendance: Chris Mott Rachael Mott John Tanner Dillen Cornelison Agenda Review: Pamela Flowers, Development Director; and Owen O'Dell, Planning Manager Commissioner Beaudry moved to approve the Meeting Agenda, as presented. Commissioner Pribble seconded the motion, andi it was carried unanimously (4-0). Commissioner Mihalik, showed up after this votet tookp place. Consent Agenda: Old Business: Commissioner Beaudry moved to approve the Consent Agenda, as presented. Commissioner Pribble: seconded the motion, andi it was carried nanimously (4-0). Commissioner Mihalik, showed up after this vote took place. Development Director Flowers reviewed thel Public Hearing for the Appeal of Vacation Rental Permit Application Denial for Chris and Tiffany Mott at 31 Harebell Drive (VRP036590). Director Flowers noted the fines were removed after proof was given that the Mott's were not operating as a short-term rental, rather al long-term rental, which does not require a VR permit. Director Flowers also discussed thes steps moving forward to obtain a' VR permit fromt the Planning Department. Commissioner Beaudry movedi to approve the decision to waive thet fees associated andt the discussion of moving forward for the Mott's. Commissioner Pribble seconded the motion, andi it was carried unanimously (4-0). Commissioner Mihalik, showed up after this vote took place. New Business: A. Public Hearing tol Review PLN24-021, Ellsmore Minor Subdivision, Final Plat, 2442 County Road 400 The Planning Manager reviewed the staff report fori the Final Plat review and presented it without conditions. The Commissioner Beaudry moved to recommend. approval of the Ellsmore Minor Subdivision as presented without conditions. The motion was seconded by Commissioner Pribble, andi it passed unanimously (5-0). Applicant was not present, and no discussion was made.
