Archuleta County Development Services Department ARCHULETA COUNTY PLANNING COMMISSION MINUTES Archuleta County Planning Commission Minutes, Regular Meeting April 25,2024 The Archuleta County Planning Commission held a meeting on Thursday, April 25, 2024, at the Archuleta County Commissioners Meeting Room, 398 Lewis Street, Pagosa Springs, Colorado. Chairman Matt Nobles called the meeting to Richard' Vihel, David Pribble, Jemal Mihalik, Mont McAllister and Matt Nobles were present, establishing aquorum. order at 6:00 pm. Commissioners in attendance: Staffi in Attendance: Public in Attendance: Dannett Ball David Ball Agenda Review: Pamela Flowers, Development Director; Owen O'Dell, Planning Manager; Melissa Ryan, Planner; Justin Griffen, Planner Commissioner McAllister moved to approve the Meeting Agenda, as presented. Commissioner Vihel seconded the motion, andi it was carried unanimously (5-0). Consent Agenda: Commissioner Vihel moved to approve the Consent Agenda, as presented. Commissioner Pribble seconded the motion, andi it was carried unanimously (5-0). New Business: Rainbow Road A. Public Hearing to Review PLN24-030 Swiatek, Riol Blanço Valley Unit One, Amendment 2024-01, Final Plat,X The Planning Manager reviewed the staffr report for the Final Plat review and presented it withi three (3) conditions. The Commissioner McAllister moved to recommend approval of the Rio Blanco Valley Unit One, Amendment 2024-01, as presented with three (3) conditions. The motion was seconded by Commissioner Vihel, and it passed unanimously (5- B. Public' Hearing to Review PLN24-031, Jones, Aspen Spring! Subdivision Unit 6, Amendment 2024-01, MLLA, Final Plat, The Planning Manager reviewedi thes staff report for the MLLA and presented it without conditions. The. Applicant was not Commissioner Pribble moved to recommend approval of the Aspen Spring Subdivision Unit 6, Amendment 2024-01, MLLA, as presented without. Ther motion was seconded by Commissioner McAllister, and it passed unanimously (5-0). C.Public Hearing to Review PLN24-033, Bridges, Trillium Townhomes, Major Subdivision, Final Plat, 3000 ABCD US Hwy The Planning Manager reviewed the staff report for the Major Subdivision and presented it with conditions 1-4. The Applicant was not present, but ac discussion was had between the Commissioners and Staff. Some clarifications were Applicant was not present, and no discussion was made. 0). 243 Far View present. Commissioner McAllister moved to recommend approval of the Trillium Townhomes, Major Subdivision, Final Plat, as presented withi four (4) conditions. The motion was seconded by Commissioner Vihel andi it passed unanimously (5-0). The Development Director presented the upcoming changes to sections oft the Archuleta County Land Use Regulations (The Regulations). Director Flowers presented her changes tos section 11 (Definitions) of the Regulations. Commissioner McAllister asked why changes are being made, Director Flowers responded with citizen complaints andi the wants of the BoCC. Director Flowers then discussed her changes tos sections 3 and 5 of the Regulations, pertaining to outdoor storage. There was then al large discussion around the changes. The Planning Commissioners don't agree with thel less stringent rules Director Flowers, at the request of BoCC, presented. Commissioner Nobles suggested a number of changes. Commissioners Mihalik and Nobles discussed their requested changes to: section 5. The commissioners then amended the Commissioner Vihel moved to recommend approval of the Archuleta County Land Use Regulations Sections! 3,5,&11 changes as amended. The motion was: seconded by Commissioner Pribble, and it passed unanimously (4-0). Commissioner Mihalik recused herself from the vote, as: she did not agree with the amendments tot the Regulations. Commissioner Mihalik requested a work session late summer or early fall to discuss thet following: STR Density Caps, Environmental Protection and Preservation, Aesthetics of the County, and Nuisance Violations. D. Discussion Regarding Changes tot the Archuleta County Land Use Regulations changes Director Flowers presented. Member Comments: Next Meeting: May 23, 2024, at 6:00 pm Adjourn: "Aye."
