BOARD OF COUNTY COMMISSIONERS MINUTES APRIL3,2024 The Board of County Commissioners meeting began in work session at 8:00. AM. Those present were Dave Hornung, Stan Hitchcock, Cory Wall, Susan Corliss, and Theresa Korbelik. In-Person Schedule - Commissioners Board Room 8:00 AM- - Work Session will bei in three stages: 9:00 AM -) Russell Higgins CDOT Project Engineer Introductions were made before the start oft the CDOTI I-70 Project. Thej plan fort thej project Segment 1 - March 2024 - October 2024 Westbound - Bethune to Burlington, Segment 2- - August 2024 - October 2024 - Westbound Bethune to Burlington/Stateline Segment 3 - March October 2025 - East bound Bethune to Burlington. The haul routes were discussed with concern about the amount of county road use and Lincoln Avenue. The milling process will go down to the geo-fabric layer; all millings not used int the project will be going to CDOT storage. Construction work will bel Monday through Friday and no weekends at this point. The head to head traffic will start during the first three weeks schedule. 10:00 AM-] Heather Morris - EMS Update & Staffing Two applications for the Ambulance Reserves were reviewed; orange sheets will be presented next week. The AEMT classes are going well. Heather is conducting the clinicals A recap of the responses to the event at the Welcome Center last week was given. The ambulance crew responded as directed, staged at the Community Building until law with all five students. enforcement called for them. 11:00 AM-Jeff Cure. - County Attorney The Subdivision Exemption for Larry Strode was discussed. It is an addition to current property based on an older] plat. It was determined it could go eithert tot the Planning Commission or directly to the Board of County Commissioners. Updates were given on the longhorn case and the transfer site title. Enel has not scheduled an appointment with the Board of County Commissioners to go overt the incomplete sections oftheir application for their upcoming public hearing with the Planning Commission. The only two sections that would be allowed for later completion would be the FAA letter and the county road agreement. 11:00 AM- Chris Haas Next Era This appointment was canceled. 12:00 PM-Lunch The Board of County Commissioners recessed at 12:00 PM returning at 1:00 PM. Those present for the afternoon session were Cory Wall, Dave Hornung, Stan Hitchcock, Theresa Korbelik, and Susan Corliss. 20240403 Board of County Commissioners Minutes Page 1 of4 1:00 PM-SheriffTravis Belden - MAT Update/JBBS There has been a budget cut for part of the JBBS program that will impact Kit Carson County by $18,000.00, which is about one month oft the funding. The portion that has been cut is not broken out but is in the portion that Kit Carson County pays to Southern Health Partners. The services provided by Southern Health Partners really are very basic with no room to cut, plus their bill has had a 3% increase each year. Local and regional options are being reviewed for a way to help fund this mandated program. 1:30 PM- Collin Koop Grounds & Buildings Courthouse HVAC Project updates: a new wiring harness needs to be installed that will help with the errors on the first-floor units. The shunts were not installed to protect the units from electrical lows and spikes. They will be completing these along with the patch work in the 2nd & 3rd floor bathrooms, Administration Office drywall patchwork and ceiling in the Vital The street drain at the end of merchant row needs to be repaired. The City of Burlington would help with half the cost of the repairs; Collin will be working on getting bids for the project. Fair updates: he would like to work with Karen to add five booth spaces facing the carnival that would be open Thursday through Saturday. Carnival rides will be inspected with the Carousel on April 20th and final ride inspection on. June 22. Possible events toj practice with the rides would bet the Back the Blue on June 29th and aj possible Fall Festival on September 7th with Little Britches. He has asked Prairie Family Center if they would like to help in planning He helped the Chamber of Commerce with the Easter Egg Hunt at the courthouse and Records Room. the activities for that night. Review and Approve Consent Agenda Items 1.A Approve minutes for the March 27th - BOCC, PH, & DHS, and Accounts Payable Cory Wall moved to approve the March 27th minutes for Board of County Commissioners and Board of Human Services, and to pay the Accounts Payable in the amount of $160,048.47, seconded by Stan Hitchcock. New Items 2.A Account Code Correction - General to Road & Bridge - $87.48-A Administration Stan Hitchcock moved to authorize moving $87.48 as an account code correction from General Fund to the Road & Bridge Fund, seconded by Cory Wall. The motion passed by unanimous vote by Dave Hornung. 2.CSubdivision Division Exemption - Larry & Tonya Strode Southwest Section 1 Township 9 Range 51 .28 acres Agriculture adding on to property Stan Hitchcock moved to approve the Subdivision Exemption for Larry and Tonya Strode, owners, consisting of .28 acres from 91 acres the Southwest Quarter Section 1, Township 9S, Range 51W for the purpose of adding on to existing property oft the buyer, Rod Crisp, seconded by Cory Wall. Monthly Reports 3.A March Veteran Service Officer Report Veteran Services Cory Wall moved to confirm signing of the VSO March Report; there were 71 telephone calls, 92 emails, 20 appointments, and 4 outreach events with a total served of 21 veterans, and 9 meetings/trainings with ai total 168 hours serving as a full time County Veterans Service Officer on the report, seconded by Stan Hitchcock. Purchase Orders 4.A POM24-00499-Nicholas Brown - Small Midway Electric Boxes - $14,250 - Grounds & Buildings Stan Hitchcock moved to approve Purchase Order #24-00499 for the Grounds & Buildings Department to Nicholas Brown for two Small Midway Electric Boxes totaling $14,250.00, seconded by Cory Wall.
