Dave Hornung, Stan Hitchcock, Cory Wall, Susan Corliss, and Theresa Korbelik. In-Person Schedule- - Commissioners Board Room 8:00 AM - Work Session Commissioner Meeting to convene with Pledge of Allegiance Thel Pledge of Allegiance was recited during the Department Heads meeting at 8:30A AM. 8:30 AM-] Department Heads Meeting - Host Administrator Theresa Korbelik See the Department Heads' Meeting minutes. 9:30 AM-7 Travis Gale- - 1y year Evaluation The 1-year evaluation was reviewed and signed. 10:00 AM-) Brandon Beechley State User Fee Increase A letter from the State of Colorado was received noting that the Recycling Resources Economic Opportunity Fund (RREOF) will bei increasing on. July 1,2024, to $1.30 per ton. This increase is part of the Kit Carson County Landfill Materials & Fees, SO a resolution will be A bid from McCormick Asphalt Paving, a Division of Bettis Asphalt & Construction, Inc., for cement crushing at the Kit Carson County Landfill. An additional bid has been requested prepared, and notices posted about the increase. per county policy. 10:30 AM- Abbey Mullis - Petition for Abatement The Board of County Commissioners reviewed the request from Midwest Farms LLC requesting abatement on five parcels. No changes had been made in the buildings but were raised from Fair to Good ratings, which raised the assessment. 11:00 AM-Jeff Cure- - County Attorney 11:00 AM-C Chris Haas - NextEra Kelly Alvarez joined the meeting. Discussion was held on what is needed for the Conceptional Plan for Next Eras next wind projects, Dusty Rose 1 and Dusty Rose 2. They would like to present the whole project in the Conceptional Plan and then there would be two Pre-construction Plans forj permitting. JeffCure will look into this variation; though it looks like the conceptional plan would be presented before both pre-construction phases with consideration that the fee for per acre would only be paid once. The transmission line would be within the original plan. The question was raised whether a permitted project can have a modification; this will be discussed further at a later date. The cardiac rehab equipment that is grant funded is starting to arrive. They have started a floor replacement project. The clinical rotation ofColby Community College'sRN program will have RN students this spring. Pharmacist agreements effective June 1, 2024, with Avel and Riley Holmes. Updates on Servicel Linel Development were given forUrology, Bariatrics, Hand Ortho, Nephrology, and Endoerinology-Nephtlog-Rhcumatology-Pulmonology- Speech Therapy. A financial review was presented. 2:30 PM - Donn Witzel-Landfill Cement Crushing Brandon Beechley joined the meeting to continue the discussion on cement crushing. Witzel Construction offered to help with preparing the cement piles for crushing with his equipment and employees. He would like to be able purchase crushed cement with his part of the project being considered. 3:00 PM- Collin Koop Grounds & Buildings A new 2024 Outside Commercial Booth Space map was presented for consideration that would add five booth spaces (51-55) on the west side of merchant's row facing the carnival. Contact has been made with Kansas City BBQ that could organize a cook off event on September 7th as part oft the Fall Festival. The State licensing for the carnival operator fee will be $500 this year and then increase annually by $ 100 to be around $900. The Seibert ECCOG bus has been brought over to be taken to the next auction. BUSINESS MEETING: 3:25. PM 1. New Items 2.A Dominion Voting Systems, Inc. - Second Amendment Elections/Clerk & Recorder This is a Second Amendment to the voting system and managed services agreement between Dominion Voting Systems, Inc. and Kit Carson County. KCC has opted into managed services with Dominion instead of outright purchase of equipment. The new equipment includes in-person polling location hardware, central scanning for absentee/vote by mail hardware, accessories, Image Cast-X for VSPC, consumables/parts, election management software and hardware and annual licenses. The equipment will replace the old equipment and not have modems.
