BOARD OF COUNTY COMMISSIONERS MINUTES APRIL17,2024 The Board of County Commissioners meeting began in work session at 8:00 AM. Those present were Dave Hornung, Stan Hitchcock, Cory Wall, Susan Corliss, and Theresa Korbelik. In-Person Schedule - Commissioners Board Room Commissioner Meeting to convene with Pledge of Allegiance The Pledge of Allegiance was recited at 9:30 AM. 11:00 AM-Jeff Cure - County Attorney 8:00 AM- Work Session 9:30 AM-] DHS Monthly Financials - See the Board of] Human Services agenda and minutes. Updates were given on the longhorn case and the Stratton Transfer site title work; both topics have seen progress this week. There will be an application for a road declaration for al land locked property. The commissioners received additional documents for the Enel wind project that has a public hearing next Tuesday at the Planning Commissoin meeting; there are still items that will require clarification. The fees are an item that Enel wants to discuss. Discusssion was held on writing a resolution about not allowing unscheduled stops by buses in Kit Carson County. 12:00 PM-Lunch The Board of County Commissioners recessed at 12:00 PM returning at 12:55 PM. Those present for the afternoon session were Cory Wall, Dave Hornung, Stan Hitchcock, Theresa 1:00 PM-I Department of Public Health See the Board of Public Health agenda and minutes. Korbelik, and Susan Corliss. 1:30 PM- Collin Koop - Grounds & Buildings The commissioners toured the fairgrounds activity at lunch. The Extension office carport building has been built and the rodeo carport was beginning to be tinned. The carnival rides and transformer were reviewed. The project to repair the drain on merchant's row has been started by the City of Burlington; the city will put $2,000 towards the repair costs with Kit Carson County The old buildings from the rodeo arena area will be relocated for a ticket booth at the north gate and another one can become game booth that can be used for storage at the carnival. District 1's shop roof on the office area came up during the wind April 6th or 7th. This will be turned into insurance while Collin gets bids to replace the roof with tin. The patch on the canvas oft the stage was damaged by the wind as well. The HVAC project has the walls and ceilings being fixed, along with system checks and patches being donet this week. The shunts have arrived waiting on electrical installation. Cookoff for the fair and for the September 7th event were discussed; the commissioners want to be sure the community can participate. An invoice was presented for ALS supplies that will be processed as a purchase order next week. A short update was given on the Mock Crash presentation for the schools that was conducted at the fairgrounds today. 2:45 PM - Redlund Sponsorship discussed with Nikki Wall via the phone. We currently have all prior minutes and resolutions uploaded, Stan Hitchcock moved to authorize signing the ArcaSearch 2023 Contract Amendment to add the 2023 Board of Commissioners minutes and resolutions to the archive at a cost of $716 for the documents upload and $20 increase to the annual fee for a total cost of $736 effective April 1, 2024, seconded by Cory Wall. Communication Tower Inspection Reports - Flagler & Bethune - Dispatch The Betthune and Flagler tower inspections were completed with minor notations of conditions. The next inspection will need to be conducted in April 2027. Additions: March HUTF Reports The Board of County Commissioners reviewed the April HUTF reports and money from the State providing the county with a total of $248,855.49 for the month of March, which is an increase of$ $29,870.54 from March of2023, for a Year-to-Date total of$734,693.54.
