BOARD OF COUNTY COMMISSIONERS  MINUTES MAY1,2024  The Board of County Commissioners meeting began in work session at 8:00 AM. Those present were. Dave Hornung, Cory Wall, Susan Corliss, and Theresa Korbelik. Stan Hitchcock was  absent.  In-Person Schedule- - Commissioners Board Room  8:00 AM - Work Session  Commissioner Meeting to convene with Pledge of Allegiance Wall, Shawn Franz, Theresa Korbelik, and Susan Corliss. 9:00 AM-S Shawn Franz-Dispatch - Purchase Order  The Pledge of Allegiance was recited at 9:00 AM. Those present were Dave Hornung, Cory  Code Red is something that can be covered by the Emergency Management budget. So, the OnSolve contract will be coded SO that Kit Carson County's portion will go through OEM. This company could start crushing in June and there would not be an equipment set up charge. There is a possibly of one  more bid on the project. 12:00 PM-Lunch  The Board of County Commissioners recessed at 12:00 PM returning at 1:00 PM. May Day Coconut Cream Pie made by Theresa was enjoyed as well. Those present for the afternoon session were Dave. Hornung, Cory Wall, Theresa Korbelik, and Susan Corliss.  1:30 PM- Collin Koop Grounds & Buildings  Daniel Electric had an electrical upgrade and repairs report for the carnival rides; this cost is estimated at $18,550. There is also the cable from the transformer to the rides that will cost about $750 per foot. Two bids for the roof project on Road & Bridge District 1 were presented. Currently, this isi in the early stages oft the insurance claim. The bids will be posted when more information on the insurance is available. Precision Luster Renewal lowered their bid to $2,000 for sand blasting the Tilt a Whirl ride. This would free up the  Grounds & Buildings crew to do other things.  2:00 PM - Work Session  The Board of County Commissioners, County Assessor Abbey Mullis, Deputy Assessor Lana Mireles, Deputy Treasurer Kelly Ray, Peggy Dunlap, Republican River Water Conservation District director Deb Danel met to review the assessment and taxation process.  BUSINESS MEETING: 2:20 PM  1. Review and Approve Consent Agenda Items  1.A Approve minutes for the. April 24th -] BOCC & DHS and Accounts Payable  Cory Wall moved to approve the April 24th minutes for Board of County Commissioners, Board of Public Health, and Board of Human Services, and to pay the Accounts Payable in the amount of $65,560.30, seconded by Dave Hornung. The motion  passed.  2. New Items  2.A Authorization for OEM 3rd Quarter Reimbursement Request - $15,448.31-OEM Cory Wall moved to authorize digital signing the OEM Reimbursement for wages and expenditure report of$15,448.31 with a Federal Share Eligible for Reimbursement of $6,094.13 for the 3rd Quarter of 2024, seconded by Dave Hornung. The motion passed. 2.B. Annual Agreement with Onsolve CodeRed Services -$ $13,332.74-1 Dispatch  Cory Wall moved to authorize signing the Onsolve - CodeRed Annual Agreement to assure services are provided to the population in Kit Carson, Cheyenne, and Lincoln Counties with total cost of$13,332.74 divided between the counties based on population - 48.45% by Kit Carson - $6,534.47, 39.65% by Lincoln - $5,172.39, and 11.90% by Cheyenne - $1,625.88 effective from June 28, 2023, to June 27, 2024, seconded by Dave  Hornung. The motion passed.  3. Purchase Orders  3.A PO#24-00511 - Herman Lumber Custom Doors - $2,040-G&B  Cory Wall moved to approve. Purchase Order #24-00511 for Grounds & Buildings to Herman Lumber for four custom doors for the carport buildings at the fairgrounds totaling 3.B PO#24-00512 - Donn Witzel Construction - Freestanding Panelsx 6-S1,650-G&B Cory Wall moved to approve Purchase Order #24-00512 for Grounds & Buildings to Donn Witzel Construction LLC for six freestanding panels for the fairgrounds totaling  $2,040.00, seconded by Dave Hornung. Additions:  Kinnon Entertainment Contract  The purpose of the contract is to provide the sound system and setup for the Kit Carson Cory Wall moved to authorize the signing of the 2024 Fair Concert Production by Kinnon Entertainment Project #563 in the amount of $15,799.03, seconded by Dave Hornung.
